Duties: Federal Air Marshals (FAMs) respond to criminal incidents aboard U.S. air carriers, as well as other in-flight emergencies. FAMs are authorized to carry firearms and make arrests, while preserving the safety of aircraft, crew, and passengers.

NOTES: 1. The basic salary range is reflected above. The salary range for each pay band is G - $35,100 to $54,300; H - $42,800 to $66,200; and I - $52,200 to $80,800. In addition, positions are covered by the 25% Law Enforcement Availability Pay. Salary will be adjusted to include locality pay based on the duty location of the position.

2. FAMs perform regular and extended travel, both foreign and domestic, for several weeks at a time. They work irregular hours and shifts, and are on call 24 hours per day. While deployed, they have limited personal contact with family and limited time off. FAMs travel to and spend time in foreign countries that are sometimes politically or economically unstable, and may pose a high probability of terrorist or criminal activity against the U.S. Government. In addition, some locations may present health hazards such as poor sanitation and unsafe water.

3. FAMs must be eligible for and maintain a TOP SECRET security clearance based upon a favorably adjudicated special background investigation as a condition of employment.

4. Release of sensitive or classified information may be basis for removal from the position.

5. FAMs are subject to drug and alcohol testing, random, and as needed.

6. FAMs are required to maintain firearms certification and to participate in all elements of the FAM physical fitness program.

7. FAMs are required to have annual wellness physicals to meet and maintain medical standards.

8. FAM positions are covered by the 20 and 25-year retirement provisions of 5 U.S.C. 8336(c) and 8412(d).

CITIZENSHIP REQUIREMENTS: Candidates must be U.S. citizens.

AGE REQUIREMENTS: Candidates must be under 37 years of age. Candidates CANNOT be initially appointed to covered Federal law enforcement officer positions on or after their 37th birthday. Previous experience in a covered Federal law enforcement position may exempt candidates from this age requirement. Proof of date of birth will be required.

QUALIFICATION REQUIREMENTS: FV-G: 3 years of general experience. Such experience may have been gained in administrative, professional, technical, investigative, or other progressively responsible work; OR Completion of all requirements for a bachelor's degree in any field.

FV-H: One year of specialized experience equivalent to the FV-G level. Examples include law enforcement experience; e.g., conducting criminal investigations; performing inspections or evaluations to determine compliance with laws and regulations affecting aviation; developing or implementing policies or procedures affecting aviation security; and providing security risk, threat, or vulnerability assessments related to aviation security; OR Completion of all requirements for a doctoral degree or three full academic years of graduate education in criminal justice, public administration, police science, law, or aviation management.

FV-I: One year of specialized experience equivalent to the FV-H level.

FAA Core Compensation: Effective April 23, 2000, the FAA adopted a new pay system for Federal Air Marshal positions. These positions are now in the Technical job category under Core Compensation. Positions formerly at the FG-5/7/9 grade levels are now in level 1, pay band G; positions formerly at the FG-11/12 grade levels are now in level 2, pay band H; and positions formerly at the FG-13 grade level are now in level 3, pay band I.

Medical Standard: The position requires that applicants meet a medical standard that includes requirements such as normal color vision, EKG, and hearing.

Determination of Eligibility: Based on responses to FAA Form 59569, applicants' relevant education, experience, and possession of requisite knowledge, skills, abilities, and other characteristics will be used to determine basic eligibility for this position and to identify candidates for further assessment. If referred for further assessment, applicants will be required to complete the following: 1. Interview; 2. Weapons Manipulation Test; 3. Medical examination, including a psychological test, administered by the FAA; and 4. Preemployment drug test. In addition, applicants referred for further assessment will be required to complete additional pre-employment forms, including the SF-86, Questionnaire for National Security Positions; provide proof of citizenship, date of birth, veterans preference, education, training, and certificates claimed; and provide a list of at least 3 references who have direct knowledge of their professional or educational accomplishments and job-related skills and abilities.

Term of Eligibility: If rated eligible, applicants may be considered for Federal Air Marshal vacancies for one (1) year.

Post-Employment Eligibility Requirements: Candidates hired into FAM positions must successfully complete the following training to remain eligible for the position: 1. Criminal Investigator Course at the Federal Law Enforcement Training Center: Pass/fail components include written examinations and practical exercises based on classroom instruction, a physical fitness test, and firearms qualification tests. 2. Advanced Federal Air Marshal Training: The training includes pass/fail components for advanced firearms and close quarters countermeasures. FAILURE TO SUCCESSFULLY COMPLETE THE FEDERAL LAW ENFORCEMENT TRAINING CENTER REQUIREMENTS OR THE ADVANCED FEDERAL AIR MARSHAL TRAINING OR TO OBTAIN A TOP SECRET CLEARANCE WILL RESULT IN TERMINATION OF EMPLOYMENT AS A FEDERAL AIR MARSHAL. ANY SUBSEQUENT PLACEMENT IN ANOTHER POSITION IS NOT GUARANTEED AND EMPLOYMENT WITH THE FAA CAN BE TERMINATED.

Lautenberg Amendment (P.L. 104-208, Section 658): Individuals who have been convicted of a misdemeanor crime of domestic violence are ineligible to possess or receive firearms and therefore cannot be employed as Federal Air Marshals. A "crime of domestic violence" is defined as a misdemeanor under Federal or State law which involves the use or attempted use of physical force, or the threatened use of a deadly weapon, by a current or former spouse, parent, or guardian of the victim, by a person with whom the victim shares a child in common, by a person who is cohabitating with or has cohabitated with the victim as a spouse, parent, or guardian, or by a person similarly situated to a spouse, parent, or guardian of the victim. A person will not be considered to have been convicted of a crime of domestic violence unless (1) the person was represented by a counsel in the case, or had knowingly and intelligently waived the right to counsel; and (2) if the person was entitled to a jury trial in the jurisdiction in which the case was to be tried, the person either received a jury trial or knowingly and intelligently waived the right to a jury trial by pleading guilty or otherwise. A person shall not be considered to have been convicted if the conviction has been set aside or expunged or is an offense for which the person has been pardoned or has had civil rights restored, unless the pardon, expungement, or restoration of civil rights expressly provided that the person may not ship, transport, possess, or receive firearms.
