Job Openings and Labor Turnover Survey for December 2008. On the last business day of December, there were 2.7 million job openings in the United States, and the job openings rate was 1.9 percent, the Bureau of Labor Statistics of the U.S. Department of Labor reported. The job openings rate in December was the lowest point so far in the 8-year-old series. The hires rate was essentially unchanged in December at 2.9 percent and remains low. The total separations rate jumped to 3.7 percent, due to rising layoffs and discharges. This release includes estimates of the number and rate of job openings, hires, and separations for the total nonfarm sector by industry and geographic region.

The Monster Employment Index UK decreased by 30 points in January, continuing the overall downtrend seen since February 2008. The drop was the third consecutive month of decline. Year-on-year, the index was down 49 points (31%), the steepest slump on record, indicating continued slowdown in online recruitment activity at the start of 2009. Demand continued to decline in the HR sector for the seventh consecutive month. The healthcare and social work sector saw a large upturn in demand after a month of decline.

American Sentinel University recently added a new Human Resources Management (HR) specialization to their BS Business degree. The new specialization builds upon the existing business program which includes majors in Administration, Marketing, Management, and eBusiness.

Egon Zehnder International, a global executive search firm, announced the launch of the new global Strategic Restructuring Practice Group, created and designed to help clients deal with the current economic crisis and the unprecedented demand for far-reaching restructuring across all industries.

DeviceSpace.com, an onTargetjobs Inc. company and job board for the medical device and diagnostics markets, has partnered with MedicalDeviceLink.com to launch Device Career Network, a niche community for the industry's business and scientific leaders.

HR Certification
Beginning in 2011, the eligibility requirements for the HR Certification Institute professional credentials will change, increasing the education level and years of practical experience necessary to earn the certifications.

The changes regard the Professional in Human Resources (PHR), Senior Professional in Human Resources (SPHR), and Global Professional in Human Resources (GPHR) certifications.

"Committed to higher standards and recognizing that certification advances the HR profession, we completed a through benchmarking study and weighed the recommendations from more than 14,000 HR professionals, business leaders, students, and academicians," said Mary E. Power, CAE, executive director of the HR Certification Institute. "Our certifications are re-evaluated every three to five years to ensure that our credentials behind someone's name are providing the highest level of value to them and their HR career."

The eligibility changes include:
" PHR eligibility requirements - 4 years of demonstrated exempt-level HR experience with less than a Bachelor's degree; 2 years of demonstrated exempt-level HR experience with a Bachelor's degree; or 1 year of demonstrated exempt-level HR experience with a Master's degree or higher.

" SPHR eligibility requirements - 7 years of demonstrated exempt-level HR experience with less than a Bachelor's degree; 5 years of demonstrated exempt-level HR experience with a Bachelor's degree; or 4 years of demonstrated exempt-level HR experience with a Master's degree or higher.

" GPHR eligibility requirements - 4 years of demonstrated exempt-level HR experience (with 2 of the 4 being global HR experience) with less than a Bachelor's degree; 3 years of demonstrated exempt-level HR experience (with 2 of the 3 being global HR experience) with a Bachelor's degree; or 2 years of demonstrated global exempt-level HR experience with a Master's degree or higher.

" Students - will not be eligible to sit for the certification exams until they have the required level of exempt work experience for their education level.

" Current certified HR professionals - who would like to recertify by exam in 2011 or after must meet the new eligibility requirements in order to take the exam, even if they are eligible for the exam under current standards.

"The new eligibility requirements reflect the need for both knowledge and experience to master the body of knowledge of these important certifications," said Power. "Obtaining and maintaining HR certification demonstrates a career-long commitment and gives HR professionals a competitive advantage in the job market.
