The technology job market is intensifying nationwide, yet employers in recent business press coverage complain about a lack of qualified candidates and a glut of positions yet to fill. Computerwork.com, a national job board that focuses solely on the IT industry, has now established a targeted resume bank of 350,000 screened and qualified candidates, thanks to a site that eschews typical advertising and registration in favor of personalized service.

Multi-Unit Plus announced the launch of a new niche job board, career development center and resume database (www.MultiUnitJobs.com) built exclusively for Multi-Unit Supervisors such as District Managers, Area Leaders, Big Box General Managers, Franchise Consultants, Regional Managers, or anyone who supervises multiple locations or departments.

To help HR technology professionals find out what's going on with workforce technologies adoption, and how are they used in service delivery approaches, IHRIM is hosting a webinar on December 1, 2005 titled "The State of Workforce Technologies and Service Delivery Approaches: Insights from the CedarCrestone Survey." This 90-minute program will begin at 12:00 noon Eastern Standard Time, and will be presented by Lexy Martin, director of Research and Analytics for CedarCrestone.

You Should Know
Australia:
  • ANZ survey points to employment slowdown There has been a further modest rise in newspaper employment advertising around Australia but analysts say the figure indicates a slowdown in job growth is coming. The ANZ Bank's job advertisement series is up 1.7 per cent for October. In an average week during the month, the bank counted about 21,000 classified employment notices in major daily newspapers. (ABC)

  • Principles attack teacher recruitment scheme South Australia's school Principles have criticised the State Government's new teacher recruitment system for not going far enough.  Today the Government is announcing that some disadvantaged and country schools will be able to interview and select applicants on merit rather than simply placing staff in vacancies.  The president of the South Australian Secondary Principles Association, Bob Heath, says many schools will still be unable to choose the teacher who best suits a position. (ABC)

  • Australia's ANZ Oct job ads rise 1.9 pct from Sept, up 19.5 pct yr-on-yr  The total number of job advertisements in newspapers and on the Internet rose 1.9 pct in October from September to an average of 161,566 per week, the Australia and New Zealand Banking Group Ltd said in its monthly survey.  It said on a year-on-year basis, job advertisements rose 19.5 pct.  In October the number of job advertisements in major metropolitan newspapers rose by a seasonally adjusted 1.7 pct to an average of 21,008 per week, following a 0.2 pct gain in September. (Forbes)

  • The Myth of the Use-By-Date  An Australian study on ageing provides useful insights on the value of senior executives. The Australian population is ageing, but not so its senior executives it seems. At a time when the average lifespan is increasing, the length of the workspan is growing, labour supply is shrinking, and stability is an even greater essential in the recipe for corporate success, the senior executive in continues to have a use-by-date of around 52 years of age, and falling. If this situation persists, there is the potential for economic, corporate and community impact. (CIO Asia)

  • Interview with a Headhunter How does the recruiting industry work? You may have got to your current position without ever using a headhunter. But what if you need to one day? CIO talks to Michael Burgett, founder and president of CIO Partners about the dynamics of the recruiting industry and how CIOs can build long-term relationships with headhunters. (CIO)

China:
  • Ban bias in civil service recruitment For the first time in their short history, the recruitment examinations for central government offices are truly open to all qualified citizens irrespective of where they live.  Until last year, more often than not, one had to be a registered permanent resident of Beijing in order to become a public servant.  This may sound outrageous to outsiders. It makes many wonder whether they are recruiting for the central people's government, or government of Beijingers. But that has been the case, year after year. (China Daily)

  • Third Job Fair for Foreigners held in Beijing  Under the auspices of State Administration of Foreign Expert Affairs and undertaken by China Association for International Exchange of Personnel, China Services International and chinajob.com, the Third Job Fair for Foreigners in China was held November 5 at Hong Kong-Macau Center (Swisshotel building). The job fair was held to help the recruiting units in selecting foreign personnel, satisfy domestic demand for foreign personnel, particularly foreign teachers, foster main channels for international personnel exchange and raise the level of service for foreigners working in China. (People's Daily)

France:
  • The fiery rage of immigrant alienation The public housing projects here have been freshly painted in the past few years. Beds of orange and yellow marigolds brighten the entryways and basketball courts have been built nearby.  It looks like bucolic suburbia, less than 20 kilometres northeast of Paris, except for the jarring sight of charred bus shelters and scorched trucks littering the streets.  "Things have gotten better in the last few years," said Walid Guizani, a young engineer who runs a social club for Muslim boys in the Aulnay-sous-Bois projects. "But it will take more than a few coats of paint to resolve the problems here. What we are seeing is the result of years of discrimination and neglect." (Globe and Mail)

Global:
  • Web Two Point Oh! Create your own Web 2.0 Company Below you will find a pre-created VC friendly Web 2.0 company just for you!  Hit reload to create another potential million dollar idea (Andrew Woolridge)

  • New 'Ink Pen' Strip Features Unemployed Cartoon Characters  An employment agency run by cartoon characters trying to find jobs for out-of-work cartoon characters is the setting of a new comic that was launched Monday by Universal Press Syndicate.  The agency in "Ink Pen" is run by Bixby the rat and Fritz the dog. Among their clients are Hamhock, a naive pig trying to break into show business; Captain Victory, a morally bankrupt superhero; and Ralston Rabbit, a high-brow, bow-tie-wearing bunny stuck doing physically violent commercial work.  (Editor and Publisher)

  • BEYOND THE BUZZWORDS Human resources—like the potency drug Viagra—has metamorphosed from the aged "personnel" as in "personnel department" to become what is now known as "human capital." (ABS-CBN)

  • Taleo Shows Some Talent Taleo (TLEO) is one of a new breed of enterprise software providers. That is to say, it delivers its solutions on-demand. In other words, Taleo hosts software on its own servers and customers log in via the Internet. It relieves customers of time-consuming and expensive administrative details. Furthermore, they only pay for what they use. Customers log into the system through an Internet connection. Taleo hosts the complex software so customers don't have to deal with the administrative headaches. What's more, Taleo can easily update the software from its central servers. And by charging a subscription fee (per user), it's more affordable for customers. (MotleyFool)

  • Ad zone description JobRobots.com automatically scours many job sites at once to help job seekers speed up and simplify job search tasks and discover hidden career opportunities.  JobRobots.com currently has more than 400,000 job listings in the United States and Canada, and is growing exponentially with their proprietary search and data gathering web applications. Some of the cool features include: (AdBrite)

  • Vedior acquires 75 pct in Finland's Capsil  Dutch staffing agency Vedior NV said it has acquired 75 pct in Finland's Capsil Oy, a specialist in the provision of outsourced pharmaceutical sales and telemarketing services. (Forbes)

  • Duo's search engine scours 'hidden' sites  You think the Web is big? In truth, it's far bigger than it appears.  The Web is made up of hundreds of billions of Web documents -- far more than the 8 billion to 20 billion claimed by Google or Yahoo. But most of these Web pages are largely unreachable by most search engines because they are stored in databases that cannot be accessed by Web crawlers. (Mercury News)

India:
  • TN plans to train govt employees on HR  The Tamil Nadu government is contemplating training its employees on HR practices in an effort to improve their efficiency, a top government official said today.  "We are engaged in dialogue with some organisations to impart training to government employees on HR practices. A task force has been set up to study the details. We expect to come out with a detailed frame work in another three weeks," state IT Secretary C Chandramouli said here. (Chennai Daily)

  • List this under experience MY BIGGEST STRATEGIC MISTAKE/ Sanjeev Bikhchandani  I realised that jobs are a high-interest category when I was working with GlaxoSmithKline in 1989-1990, where I was the brand manager for Horlicks. Every fortnight, when the office copy of Business India arrived, my colleagues would run for it and read it, starting at the back. The reason: the back of the magazine included 35-40 pages of job advertisements. It wasn't as if all of them were looking for jobs; but it was almost a habit to look at the opportunities, discuss the job profiles, talk about the pay package, benchmark it against the jobs we held and so on. Then, every couple of days, at least one of my colleagues would get a job offer from a head hunter — and these were jobs that had not been advertised anywhere.

I realised that there were hundreds of such fragmented pockets of information relating to employment opportunities — and if someone could aggregate this database and put it together as a cohesive package, it would be a powerful product.  Naukri.com became the first job website in India and was launched in March 1997. At that time, there were only 14,000 Internet users in the country. From buying a server in the US for $25 a month to working from home, to taking up a part-time job as a career consultant with a daily newspaper, to working 16 hours a day, I did it all. (Business Standard)

  • India: Desperately seeking talent  With India's economy on a tear, these are heady times for Mumbai-based Larsen & Toubro Ltd. The company, India's top construction and engineering outfit, has seen its sales jump by 35 per cent in the past year as Delhi boosts spending on roads and ports and India Inc invests in more factories and office parks.  But L&T chairman Anil Manibhai Naik isn't celebrating. That's because he can't hire enough mechanical engineers to keep up with all the work. Despite boosting wages for rookie engineers by 25 per cent -- to roughly $5,700 per year -- Naik is still losing potential recruits to the software industry, multinational competitors in India, or rivals in the Persian Gulf that pay twice his current rate. Says Naik: "Everyone is growing fast, and India is facing a talent shortage." (Rediff)

  • Quiet Dutchman heads network of corporate talentThose who succeed dedicate the majority of their careers to a single institution' MAARTEN van den Bergh is the most powerful figure in British business, according to the substantial and independent Power 100 research undertaken by The Times into who is who, and who knows whom, in the top echelons of business.  However, although van den Bergh is chairman of Lloyds TSB, and a non-executive director of BT, British Airways and Shell, few people this side of the Channel would even hazard a guess at his identity. Beyond those whose interests lie in City and commercial circles, only a small number would be able to place him. A vanishingly small number of people could put a face to the name. (TimesOnline)

 New Zealand:
  • Wage growth hits an "ugly" high  Wage growth is showing the largest annual and quarterly increases on record, according to Statistics NZ -- something bankers say will present the Reserve Bank with an ugly inflation picture.  Salary and wage rates (including overtime), as measured by the Labour Cost Index (LCI), rose 3.1 per cent in the year to the September 2005 quarter, and 1.0 per cent in the September 2005 quarter.  High growth is also reflected in the Quarterly Employment Survey (QES), where average total hourly earnings rose 4.2 per cent (to $21.17) in the September 2005 year. (National Business Review)

Turkey:
  • Europe needs Turk labor force to spur growth If the current trends continue, Europe will have 10 million fewer people with a greater share of the population over 65, and the only way to address this labor shortage is to introduce Turkey to the European labor market (Turkish Daily) Registration Req'd

UAE:
  • Yahoo! users in the UAE cross 1.5 million Yahoo!'s October 2005 statistics show that more than 1.5 million unique visitors viewed an average of almost 10 million pages every day of Yahoo! This places the UAE as the country with the second highest internet users - after Egypt which has over 3.4 million Yahoo! users. (AMEInfo)

UK:
  • REFUGEES in Glasgow are being targeted for a career in the health service.  Health chiefs have appointed the city's first refugee development officer to help tap into the skills of thousands of unemployed refugees.  Laura McKie is on secondment from NHS Education Scotland, where she worked on another refugee project.  She believes the scheme will have great benefits for both the health service and the unemployed.  (EveningTimes)

  • Giant HR firm pads payroll with 300 jobs Lincolnshire, Ill.-based Hewitt Associates LLC plans to add 300 new employees to its customer service and systems support center in the Central Florida Research Park by the end of next year. (MSNBC)

  • Workers face paycheck pinch  After inflation, American workers earned 2.3 percent less than they did a year ago.  For all its strength, the current economic expansion is not boosting the American worker's paycheck. Wages have been rising nominally: Average pay rose 8 cents last month to $16.27 an hour, according to a government report Friday. That's not fast enough to counter inflation. By one common measure, average pay for an hour's work has less purchasing power than it had four years ago - when the current growth cycle began. (Christian Science Monitor)

  • Unions sue to block new DoD personnel system  Ten unions filed a lawsuit Nov. 7 to stop the Defense Department from rolling out a new personnel system.  The lawsuit challenges the Pentagon's plan to overhaul labor-management rules — asserting the changes illegally curb collective bargaining — and argues that the department failed to include unions in the development of the National Security Personnel System (NSPS), as required by law. (Federal Times)

  • Grads to moms and dads: 'We'll be back' "Boomerang" kids find their way back home post-graduation Parents sending kids off to college should hold off on renovating that newly-spare bedroom: the majority of students will be heading back home after graduation, according to a recent MonsterTrak survey.  These "boomerang" children are now the norm, according to an Oct. 15 article in the Washington Post that said 60 percent of 2005 graduates planned on moving back home after graduation. And Census Bureau data indicates that "in 2003, 50 percent of all 18- to 24-year-olds and 27 percent of 18- to 34-year-olds were living with their parents." (Tufts Daily)

  • Fried careers? McDonald's ad campaign begs to differ   Ask Vielka McCollum what she thinks about working at McDonald's, and she'll tell you it's an archway of opportunity.  "McDonald's is my career; I love it," said the Panamanian immigrant who rose from crew member earning minimum wage to her current job as manager of a McDonald's in Elk Grove, Calif., taking home about $50,000 in salary and bonuses. - IT and Research & Development Sectors Show Increased Online Recruitment Activity Across All Five European Countries

The Index was driven by growth in online recruitment activity in France, which jumped sharply, rising ten points during the month. Monster Employment Index UK Shows Solid Growth in Online Recruitment Activity in October
- Service And Shop Workers See a Rise in Online Job Demand for the First Time in Three Months, Indicating a Pick Up in the Retail Sector
- Sales, Marketing and PR Sectors Register Highest Growth in Online Job Availability

Online job recruitment activity and related employment opportunities across the United Kingdom increased in October, according to the Monster - Employment Index UK. The Index rose solidly during the month, moving up three points from 103 in September to 106 in October.

During October, eight of the nine occupational categories tracked by the Index registered an increase in online job demand. Craft workers, legislators, senior officials and managers experienced the highest growth in online job availability. This was largely driven by a greater number of opportunities for workers in the sales, marketing and PR sectors. Demand for service and shop workers also rose, pointing to first signs of a recovery in the UK retail sector as a result of increased consumer spending following the Bank of England's reduction of interest rates in August for the first time in two years.

In contrast, demand for plant and machine operators registered a slight decline in online job opportunities, due in part to lowered demand for workers in the production, manufacturing, maintenance and repair sectors.

Online Job Demand in France Rises Sharply in October, Reversing Two-Month Downward Trend
- Online Job Availability Increases across all Occupational Categories and all Regions
- Demand for IT Professionals Shows Strong Growth
- Legislators, Senior Officials and Managers in High Demand in the Banking, Finance and Insurance Sector
Online job recruitment activity and related employment opportunities across France saw a significant rise in October, according to the Monster Employment Index France. A jump of ten points from 98 in September to 108 in October halted a two-month downward trend that the Index registered after reaching an all-time high of 110 in July.
