Hard Economic Times
(February 23, 2009) The only news story last night that did not start with "In these hard economic times" was the Oscars.

(Here is a quick review of the Oscar nominations and winners to keep you up on the office water cooler talk.)

Focusing on the best way to plan and execute our jobs and move our company forward should be part of our work in all economic times. A review of the interbiznet archives will reveal volumes of material on how to execute strategic planning, workforce planning, retirement planning, media planning and just plain old planning.

The HCI has a wide range of interesting training programs and a new study on Integrated Resource Management and workforce planning.

According to a joint study conducted by the Human Capital Institute (HCI) and TAPFIN Process Solutions, there is an emerging trend of companies utilizing Integrated Resource Management as a way to utilize their workforce in a more strategic fashion. Integrated Resource Management is an approach that manages talent across the entirety of the workforce including regular, part-time and contract employees and is in synergy with an organization's business strategy. The Human Capital Institute, a global professional association and think tank, and TAPFIN, a leading business process outsourcing provider of end-to-end human capital management solutions, co-sponsored the study to better understand how organizations can better direct their talent management strategies.

According to the study, nearly two-thirds (65 percent) of survey respondents indicated their organization employs a C-level talent, workforce or human resources officer, and 86 percent felt their organization should employ an officer at this level. More than three-quarters (77 percent) believe human resources or talent personnel should be involved in an organization's strategic business planning process. Results such as these may indicate a trending toward a more strategic approach to workforce management.

"Our study findings indicate that more organizations are taking a holistic, integrated view of talent management, which may give these organizations a significant competitive advantage," said Allan Schweyer, HCI Executive Director and Senior Vice President, Research. "Breaking down traditional HR 'silos' is transforming organizations, providing a more comprehensive view of the workforce, boosting employee and team performance, and enabling better decision-making."

"We believe the most strategic, results-oriented organizations realize that every member of the workforce whether full, part-time or contract workers have value and impact," said Kip Wright, President, TAPFIN Process Solutions. "They view their workforce holistically, treat employees of every kind as assets and leverage the direct link between human capital and the bottom line."

TAPFIN Process Solutions, a division of COMSYS (NASDAQ:CITP), is a leading business process outsourcing provider of end-to-end human capital fulfillment and management solutions. Drawing on experienced delivery teams, industry best practices and innovative technology, TAPFIN develops and implements customized workforce solutions that deliver streamlined and transparent processes across the fulfillment, management and optimization of direct and contingent workforce. TAPFIN's suite of solutions includes vendor management services, recruitment process outsourcing, services procurement management, human resource outsourcing and executive search that can be tailored to companies of varied sizes and industry focus.

The Human Capital Institute (HCI) is a catalyst for innovative new thinking in talent acquisition, development, deployment and new economy leadership. Through research and collaboration, our global network of more than 140,000 members develops and promotes creativity, best and next practices, and actionable solutions in strategic talent management. Executives, practitioners, and thought leaders representing organizations of all sizes, across public, charitable and government sectors, utilize HCI communities, education, events and research to foster talent advantages to ensure organizational change for competitive results.
