Ken Horowitz joins North Star Health as Chief Executive Officer. Most recently, Mr. Horowitz served as President and Chief Operating Officer at Employease.

US-based power and natural utility Black Hills appoints Robert Myers as senior vice president of human resources. Mr. Myers has been serving as the company's interim human resources executive since June 2008.

Strides Arcolab has appointed N Balachandar as chief human resources officer. He was, most recently, executive vice president human resources of GE Money-Asia, based in Tokyo.

Kelly A. Besack was named senior vice president of human resources and Jeffrey H. Kahn was named senior vice president of finance and First National Bank of Chester County (NY).

French automobile and motorcycle manufacturer PSA Peugeot Citroen has announced that Jean-Luc Vergne, executive vice president of human resources and a member of the company's executive committee, will be leaving the group at the end of February 2009.

Con-way Freight promotes Bruce H. Moss to vice president, human resources.

Invesco names Washington Dender as Managing Director and Head of Human Resources, coming from SunTrust Bank where he was Senior Vice President and Senior Human Resources Business Partner and Talent Manager.

Bersin & Associates adds Madeline Lauranon as a new principal analyst in its research team.

Jon Baeta joins Buck Consultants as a Vice President of Consulting Sales in its San Francisco office, coming from Ceridian Corporation, where he served as a Senior Sales Executive in the Benefits Services division.

The Judge Group appoints Robert L. Spoljaric to Director of Judge Technical Staffing for Harrisburg (PA) and the surrounding market. Hw was previously with Drexel Technical as a Senior Business Development Executive and Regional Operations Manager.

Employment Practices Solutions, Inc. announced the addition of Nicole Harvat Armstrong as a consultant for its Northern California and Pacific Northwest market. She is the former Senior Counsel for San Francisco-based Gordon & Rees, LLP.

Irvin Towson joins ICF International as director of global recruiting, charged with developing and building ICF's recruiting infrastructure to meet the company's fast-growing organizational needs.

Daniel J. Houston, president of Retirement and Investor Services at the Principal Financial Group, has joined the board of trustees for the Employee Benefit Research Institute (EBRI) in Washington, D.C., replacing Larry D. Zimpleman, president and chief executive officer of The Principal.

The Northern Illinois Chapter of the Society for Human Resource Management has announced board members for 2009. They include president, Loren Palma , supervisor of talent acquisition, CVS/Caremark; vice president/communications and interim treasurer, Dana M. Pearl, president, The Human Organization Inc.; vice president/membership, Stephanie Sandberg , vice president of human resources, Sunset Foods; co-vice president/programs, Lyssa Bernstein, human resources professional, MRA; co-vice president/programs, Dominique McSwain, staffing specialist, Takeda; chair, college scholarships, Lorraine Harris, Lake County Health Department; past president, Vicki Baba, director, human resources and development, Illinois Student Assistance Commission.

KForce. promotes Randy Marmon, who has been president of Kforce's east region since 2004, will take over the customer development leadership role, Peter Alonso as the new chief talent officer, Sam Farrell as chief sales officer. He replaces Stephen McMahan, who has left the company, Mark Biscoe as president of the eastern region, Kristin Ellis as president of health and life sciences, and Kye Mitchell as president of the Atlantic region.

Judy McKee of Stirling Properties, St. Tammany Parish, LA, has been selected as the 2008 Human Resource Executive of the Year by the Northshore Human Resources Association.
