Society for Human Resource Management names Laurence "Lon" G. O'Neil as president and CEO. O'Neil most recently was senior vice president and chief human resources officer at Oakland, Calif.-based HMO Kaiser Permanente. He also was managing partner at Chicago-based executive search firm Heidrick & Struggles. He will begin his job as president and CEO on Oct. 1.

Stephen Decker is now heading up the Talent Acquisition function at CIGNA, where he previously lead a call center team and strategic workforce planning function responsibilities.

PureSafety, provider of online safety training and risk management software solutions, announced that Ken Booker has joined the company as Director of Customer Support.

Deloitte appoints Paula Higgleton as its new head of UK private client services practice, and Rajarshi Sengupta as the Senior Director and Head for Deloitte's Technology Integration practice in India.

TheLadders.com, career portal catering exclusively for prestigious jobs, appoints former Microsoft and Ask.com executive Steve Berkowitz to its Board of Directors.

Venture capital firm Matrix Partners announced a new addition to its Silicon Valley office. Dana Stalder, Senior Vice President at leading Internet payment service PayPal, will join the firm as a general partner.

The Beryl Companies promotes Josh Hall to serve as its executive vice president overseeing sales, marketing, and product and account management.

Traci McCready and Chris Hatcher have joined Axiom Consulting Partners LLCthe Firm, initiating it's presence in Houston, TX., both formerly with Capital H Group.

Richard Vickers, East Coast Managing Director at Michael Page International, will oversee the development and daily operations of its newly opened Paramus, NJ, office.

Stuart Diamond was named chief financial officer of GroupM, North America, replacing Joe Scangamor, who joined Enfatico, as COO-chief financial officer.

Enfatico also appointed Lisa Fabiano as chief talent officer. Most recently she was partner and managing director for Margeotes Fertitta Powell.

Tierney Communications promotes Celisse Collier to media planner.

Agency.com hires Geoff de Weaver as director of business development for its New York Office.

McKinney elevated Amy Baker, Walt Barron, Becky Minervino, Walker Teele, and Bill Ward to vice presidents of the agency.

Software development company Decision Research Corp. announced that Tom Rowden has joined the company to lead its East Coast sales effort as Regional Sales Executive.

Talent development solutions firm SumTotal Systems, Inc. announced that Ravi Balwada has joined the executive staff as Vice President of On Demand Operations. In this new position, Balwada will be responsible for all operational aspects of SumTotal's On Demand business including both the hosting and ResultsonDemand operations.

Lisa DeConto and Scott Vierra, founded 75 Search Partners, will join as Partners in the Heidrick & Struggles Boston office, along with their team of two search professionals, through the terms of the company's acquisition.

interbiznet's CEO, Colleen Gildea, is the Video Roving Reporter at the Chicago kick-off of the R4 Conference this September.

First, a little about the conference:

The R conference will delve into topics relating to Risk Management, Regulations, Retention and Recruiting. Experts from the government and the private sector will share their knowledge of complicated and often costly rules and regulations.

Karen Mattonen, staffing professional and entrepreneur, and Earl Mann, a leadership and motivational coach, have teamed up to bring us the R4 Conference. With so many changes and distinctions in the laws and acceptable behavior around employment Mattonen feels that R4 will help inform us with intensive training and educational material delivered by the best. The ability to consume the information on demand for a full year is a refreshing way to keep abreast of the 4 R's on your own time table. It also provides a great resource when you run into an issue in which you need a refresher.

Mattonen and Mann plan to have the R4 Conference start a critical conversation about the future of Labor and Talent.
