Comment: The RightThing has emerged as one of the most prolific leaders in the RPO marketplace, having secured deals with a number of customers in the past year. The company is headed by the charismatic and highly visible Terry Terhark, a pioneer in the industry who established Selective Staffing before selling it to Aon to form its RPO business. Since starting The RightThing in 2003, the company has won contracts with numerous global enterprises, including Pepsi Bottling Group, Rohm & Haas, Chubb Group, and others. The company recently acquired AIRS, the provider of SourcePoint sourcing technology and recruiter training, to improve process automation and strengthen its recruitment service offering that could benefit global as well as mid-market buyers.

Key Clients in 2007: Boehringer Ingelheim, MedImmune, Chubb Group of Insurance Companies, Union Pacific, Vail Resorts, Capital One, Wal-Mart, Coca-Cola Enterprises, Astellas, Harvard University, Covidien, Cartus, MedPointe, Prudential, Northwest Airlines, and Pepsi Bottling Group.

2. Spherion Recruitment

Comment: Remaining in second place from last year's rankings, Spherion is one of the largest domestic providers of RPO services. It, too, has enjoyed a strong year, after having signed a number of new contracts. Most recently, it entered into a partnership with CDI to perform non-exempt hiring as part of a global RPO deal with Hertz, the car rental giant. Earlier in the year, it won a contract extension with United Airlines for 4,000 annual hires. As a part of a larger staffing enterprise, the RPO business recently saw a shift of leadership with Rebecca Callahan named as senior VP of RPO. Like many providers in the budding recruitment process outsourcing market, Spherion doesn't yet have a global infrastructure, and Callahan said domestic vendors such as Spherion will need to collaborate with competitors here and abroad to serve an emerging crop of buyers seeking global solutions.

Services: Requisition development with hiring management, sourcing, screening (with optional automated, IVR and web prescreening technology/methodologies), interview scheduling, requisition management (direct responsibility to hiring managers and direct communication with hiring managers), management of offer processes including offer presentation to prospective candidates, management of on-boarding processes (i.e., I-9 form collection, benefit enrollment, provisioning coordination), reporting and metrics (proprietary platform) for staffing operations, workforce planning support, staffing department budgeting support, employment brand development consulting and program management, employment advertising budget coordination and advertisement strategy development, advertisement creation and placement, and contingent or temporary staffing.

3. PeopleScout

Comment: A division of SeatonCorp, which also provides staffing services, PeopleScout reported providing recruitment services for 175,000 annually through various RPO engagements. The outsourcing business caters to a variety of industries including airlines, financial services, telecommunications, retail, utilities, hospitality, and transportation. The company offers a comprehensive RPO solution supported by either a proprietary technology platform or a standalone service that integrates with a client's existing applicant tracking system. Having developed a reputation for highly customized services and innovative branding prowess, PeopleSoft delivers RPO services to about two-dozen clients domestically.

Key Clients in 2007: Delta Air Lines.

Services: Recruitment, employer branding, recruitment metrics, live 350-plus-seat call center, real-time reporting analytics, strategic sourcing, media response management, web-based screening/assessments, candidate scheduling, behavioral interviewing, background checks, applicant tracking, employee on-boarding, employee retention, exit interviews, compliance, and customized client web portals.

4. Alexander Mann Solutions

Comment: With more than 1,100 specialist staff and 40 clients across 50 countries globally, Alexander Mann Solutions (AMS) is the largest European-based provider of RPO services. The company's portfolio includes blue-chip clients in a range of industry sectors and delivers everything from small, project-based RPO to clients that hire 20,000 employees a year. In addition, AMS offers consulting services including strategy, analytics and diagnostics, branding, sourcing, assessment, and other resourcing-related professional services. In February, AMS acquired Capital Consulting, another U.K.-based firm. Led by CEO Rosaleen Blair, AMS completed a £100 million management buyout last December.

Key Clients in 2007: ABN AMRO, American Express, Bank of America, Citi, CSC, Deloitte, Ericsson, Fujitsu, H-P, Microsoft, Novartis, Prudential, Vodafone, and Zurich.

Services: Experienced hire recruitment, emerging talent recruitment, contingent workforce management, internal mobility and redeployment, on-boarding, retention and engagement improvement, sourcing optimization, resourcing communications, employer branding, diversity programs, technology (ATS) selection, assessment center design and management, and supplier management.

5. Kenexa

Comment: Kenexa is one of the largest RPO providers in the domestic market, but that business accounts for just a portion of overall revenues. In addition, the company offers talent management, assessment, and survey services. Furthermore, it has a broad portfolio of technology, having acquired businesses such as BrassRing, whose applicant tracking system is broadly used. A publicly held company, the organization in April made a significant move to establish its RPO business in Europe with the acquisition of Quorum, an RPO provider based in London. This followed last year's buyout of StraightSource, a U.S.-based RPO service provider.

Key Clients in 2007: Beckman Coulter, Corning, Goodrich, PAREXEL, Regeneron, SAP, and Andrew.

Services: Offering includes solutions for global recruitment, workforce transformation, vendor management, campus recruiting, and diversity recruiting. Other solutions address employment branding and a full range of consulting services including recruitment process consulting, workforce planning, change management, and candidate experience.

6. Talent2

17,000 Jobs filled

Comment: By far the largest RPO service provider in Australia, Talent2 is also well positioned to serve the rest of the Asia-Pacific region, where the RPO market is still in its infancy. Nevertheless, Talent2 is providing services to a number of global, blue-chip employers not just in Australia but also throughout the region. Led by Andrew Banks, the company is publicly traded on the Australian Stock Exchange and has some 30 RPO clients. It also serves more than 2,200 payroll customers employing more than one million in 10 countries.

Key Clients in 2007: Unisys, Merrill Lynch, McAfee, Telstra, Foster's Group, Coles Group, Las Vegas Sands, ANZ Bank, Jones Lang LaSalle, QBE, Johnson & Johnson, Philips, On Semiconductor, PPG Industries, Ingersoll Rand, McAfee, Swiss Reinsurance, Melco PBL.

Services: Requisition and hiring management, sourcing, research and talent mapping, talent pool management, screening, interview scheduling, success profiling and job description development, psychometric testing management, on-boarding, reporting and metrics for staffing operations, workforce planning support, brand development consulting, advertising strategy development and management, third-party/vendor management, and contingent or temporary staffing.

7. Manpower Business Solutions

Comment: Manpower Business Solutions (MBS) is a specialty division of Manpower that focuses on the design, implementation, and management of integrated outsourced solutions. Since 1997, the company has been developing RPO capabilities across North America, Asia Pacific and EMEA. In EMEA, the company operates Elan, an RPO provider focused on the IT and Telecom industries. Recently, the company acquired Los Angeles-based CRI, which has a strong presence on the West Coast. Company officials said the move was to further strengthen its share of the North American RPO segment.

Services: Requisition development with hiring management, sourcing, screening, interview scheduling, assessment distribution, requisition management, management of offer processes including offer presentation to prospective candidates, management of on-boarding processes, workforce planning, hiring manager training programs, recruiter certification, employment brand development consulting, and program management.

8. Kelly HRfirst

Comment: Kelly HRfirst has been offering RPO services since 1995. Its global RPO business maintains multiple shared-services centers to support on-site, off-site, or blended teams to mobilize recruitment expertise. Furthermore, it has the financial backing of its $5.7 billion parent company, a global leader in staffing services. As a result, HRfirst offers a broader global footprint than many of its competitors in the segment, although increasingly other global staffing giants such as Manpower and Adecco have stepped up efforts to grow their RPO businesses.

Key Clients in 2007: State Street Corp, GE, Bosch, Hershey, Toyota, Eli Lilly, SGL Carbon, American Express, and Hugo Boss.

9. Pinstripe, Inc.

Comment:A provider of end-to-end RPO services and talent acquisition and management services, Pinstripe recently posted a number of impressive wins including a large contract with Kodak. A women-owned business, the company is headed up by Sue Marks, who was instrumental in establishing the RPO business for Kelly HRfirst. In addition, the company operates Pinstripe Healthcare, which focuses on talent services specifically for this segment.

Key Clients in 2007: AT&T, Kodak, CHS, Carondolet, M & I, Citi, SSM Healthcare, Edward Jones & Co., Traveler's, TIAA-CREF, Jupiter Medical Center, Reading Medical Group, and Baptist Healthcare.

Services: Workforce planning, budgeting, requisition management, sourcing, posting, screening, recruiting, selection, logistics and administration, offer process, on-boarding, process reengineering, strategic advisory services, recruitment marketing services, and HR technology services and training.

10. Futurestep

Comment: A business of executive recruitment firm Korn/Ferry, Futurestep is one of a few RPO companies with true global presence having established a footprint on four continents. The RPO provider has 40 offices in 17 countries and last year acquired The Newman Group, a provider of talent acquisition and management consulting services. Key Clients in 2007: Adventist Health System, BAE Systems, Banner Health System, Barilla America Inc., Bayer Healthcare, Black & Decker Corporation, BP America, Catholic Health Initiatives, Chevron Corporation, Cisco Systems Inc., Coach Inc., Colgate-Palmolive Company, Con-Way Inc., Emory University, Florida Power and Light, General Mills, Goodyear Tire and Rubber Company, Harley-Davidson, Hilton Hotels Corporation, Nestle USA, Yahoo!, and Yum! 11. Adecco

Comment: Since acquiring TalentTrack last year, Addeco has beefed up its RPO offerings throughout North America. As a global provider of staffing and recruiting services, the company has a diverse portfolio of RPO clients in a number of global markets, in addition to having staffing presence around the world.

Key Clients in 2007: DHL, Allison Transmission, GM Europe, UPS, Roche, Microsoft, Farmers/Foremost Insurance, HSBC, Inter American Development, IADB, HCR Manor Care, and Owens-Illinois Inc.

Services: Employee outreach and brand development, requisitions management, sourcing, screening and selection, offer management and on-boarding, recruitment administration, infrastructure and technology, internal hiring and mobility, high-volume hourly and part-time hiring, professional recruiting and hard-to-fill skill sets, candidate processing and OFCCP/EEO compliance, and vendor management.

Comment: In addition to its RPO business, the company also delivers applicant screening and employee assessment systems. Founded in 1993 by its three executive vice presidents, Kevin Klinvex, Chris Klinvex, and Matthew O'Connell, Select International tends to engage in mostly comprehensive, end-to-end RPO contracts that include consultative as well as administrative services. To accommodate what it believes will be strong growth in the outsourcing market, the company is expanding its headquarters as well as other capabilities.

Comment: Yoh HR Solutions offers end-to-end RPO services, from sourcing through data collection and performance reporting. As part of the $2.2 billion Day & Zimmermann group headed up by Harold Yoh III, the RPO business has contracts with large global clients such as GE, Syngenta, and SAP. The Yoh group, which includes the RPO and staffing businesses, has annual revenues of about $374 million.
