What, exactly, is the opportunity. Talk to the hiring manager. Talk to some of the other employees in the department. The time invested up front will result in better placements. What are their interests? Is there anything they share in common?
A clear and exciting proposition directed squarely at the real target will result in fewer candidates and a better fit.
