Legislative Update Hiring Incentives To Restore Employment On March 18, 2010, the President quickly signed into law H.R. 2847. Public Law No. 111-147, which carries the Hiring Incentives to Restore Employment (HIRE) Act, provides for the following hiring incentives to businesses. An exemption for the employer share of the Social Security employment taxes on wages paid to newly hired, qualified unemployed workers starting March 18, 2010 and ending December 31, 2010.
