Survey Says:
Pre-employment Testing Practices Widely Used

Original Question: Does your organization currently use pre-employment testing to narrow the pool of qualified candidates?

Survey Says: Based on last week's survey results, 87% of respondents use some form of testing to evaluate both knowledge and skills of applicants who apply for positions within their organizations. 56% of respondents currently evaluate knowledge and skills by asking applicants to perform a job-specific task, while an additional 27% evaluate applicants using written tests, with 4% using both written and the performance of job-specific tasks. It should be noted that while it may be important for employers to ensure that the applicants they are considering for job opportunities within their organizations have the experience and job-related skills necessary to perform successfully, to do so may come with some risk. Pre-employment tests should not be the only factor used to determine employability.

Employers should be aware that there has been increased scrutiny on the types of tests being used by a number of federal agencies. As you may recall, the Office of Federal Contract Compliance Programs (OFCCP) has hired a testing expert and there has been an increased focus to ensure that the tests that employers use are job-related and have recent validation studies.

The Equal Employment Opportunity Commission (EEOC) has also increased its focus. It held a meeting on May 16th in Washington D.C. to hear from invited expert panelists, including EEOC attorneys and charging parties, advocates on behalf of employers and employees, and two nationally-recognized organizational psychologists on the subject of employment testing and screening. Topics on the agenda included written tests that evaluate knowledge and skills, criminal and credit histories (as a basis for selection), medical exclusions in hiring and employer best practices. The EEOC has also recently challenged unnecessary credit checks stating that the Fair Credit Reporting Act should not be the only compliance concern when employers screen applicants because of bad credit. Other compliance concerns may include issues under Title VII and the ADA.

Employers Stepping up Undergraduate Recruiting Efforts

Employers are recruiting undergraduate business students in larger numbers this year and are adopting innovative new strategies to court Haas candidates, according to the central campus career center.

The UC Career Center provides services to all UC Berkeley undergraduate students, including business students. It is projecting employers will conduct approximately 5,000 on-campus interviews this year, with over 3,300 interviews conducted to date. That number compares to 4,461 on-campus interviews last year. Every career fair this semester has been at full capacity with about 400 employers. Another 300 employers have kept the Career Center's 25 interview rooms fully booked since September.

Among the firms represented are Goldman, Sachs & Co., Morgan Stanley, Deloitte & Touche, PriceWaterhouseCoopers, Accenture, and McKinsey & Company. In the technology sector, Apple Computer, Microsoft, and Google all have been active on campus.

"Employers are fully aware that the competition for the best candidates is extremely strong," says Tom Devlin, Director of the Career Center. "I am impressed by the diversity of employers who have identified Cal as a key school for recruiting."

In addition to increasing their activity, many employers have developed innovative strategies to court job candidates. Goldman Sachs will be hosting a workshop on how to secure an internship on Wall Street as part of the Career Week program. This year, Lehman Brothers added a second summer internship session, allowing the firm to increase the number of students it brings on. Since employers have placed a greater emphasis on hiring interns, more employers have been able to offer full-time positions to their successful interns. According to Devlin, these activities have allowed students to make an earlier commitment to employers this year.

"The 2007 year looks to be one of the best employment periods in recent years for Haas undergraduates," says Devlin.
