Survey Says:

States Plan to Cover Kids Under New Health Plans

Health insurance costs continue to rise, and both employers and employees are feeling the pinch. The state governments of California, Minnesota and Wisconsin are among those who have expressed interest in adopting plans to offer varying forms of statewide health insurance coverage. According to the Compensation Data annual survey of more than 5,300 employers, 41.2 percent of families can expect to pay over $250 for their monthly health insurance premiums.

With 99.9 percent of employers offering health coverage to their employees, 75.6 percent of employees spend between $1,800 and $3,000 a year to provide health insurance for their families, increasing 6.6 percent from last year. In comparison, the majority of employers, 78.6 percent, paid more than $450 per family in monthly health insurance premiums or $5,400 annually on flat amount plans.

Families are given little reprieve in their annual deductibles. The largest percentage of plans offered, 47.4 percent, provide an annual deductible of $900 or more. After deductibles are satisfied, 50.9 percent of employees on PPO plans are responsible for 16 to 20 percent of co-insurance or basic services. In comparison, 25.3 percent of those on HMO plans spend the same percentage on those services.

"While some states are considering new ways to provide health care coverage, the cost of health insurance remains high for working families and organizations," said Amy Kaminski, manager of marketing programs for Compdata Surveys. "It remains to be seen whether legislation will help to lower health insurance costs for those with access to it."

States Covering Kids
Statewide coverage for uninsured children has become a hot topic in recent news. Some states are proposing plans to follow in Illinois's footsteps, which debuted "All Kids" in July 2006. The plan offers free and reduced health insurance to kids who do not have access to it. Pennsylvania recently signed a bill to expand the health care coverage offered under their Children's Health Insurance Program (CHIP) with a new plan called "Cover All Kids," which aims to provide insurance to those who are not covered.

Telework Trending Upward, Survey Says

The number of Americans whose employer allows them to work remotely at least one day per month increased 63 percent, from 7.6 million in 2004 to 12.4 million in 2006, according to a recent report issued by WorldatWork. In total, the sum of teleworkers (both employed and self-employed) working remotely at least one day per month has risen 10 percent from 26.1 million in 2005 to 28.7 million in 2006.

Based on government estimates of 149.3 million workers in the U.S. labor force, the 2006 data means that roughly 8 percent of American workers have an employer that allows them to telecommute one day per month and roughly 20 percent of the workforce engages in telework. The rising trend in the past two years is likely a combination of factors, including the proliferation of high speed/broadband and other wireless access (which has made it both less expensive and more productive to work remotely) and the willingness of more employers to embrace flexibility and work-life balance.

The number of telecommuters using a broadband connection at home increased by more than 45 percent in the 2006 survey, following an even larger 65 percent rise in the 2005 survey. These huge increases are logical given the explosion in broadband and high-speed Internet usage in the past several years. Increased use of broadband has helped employees more productively work from a distance, especially in accessing corporate networks. In 2006, 19.1 million home-based "employed telecommuters" used broadband compared to 8 million in 2004.

"The current data suggests that technology is no longer a barrier to telework," said Rose Stanley, work-life practice leader at WorldatWork. "We estimate that 100 million U.S. workers will telework by 2010. The dramatic rise in telework will take place in part because more and more companies are realizing the cost benefits from telework and are viewing it as a tool to attract and retain employees."

The Telework Trendlines™ report includes data from the Telework Module of the "2006 American Interactive Consumer Survey," a random digit dialed (RDD) telephone survey conducted Oct. 17 through Nov. 5, 2006 by The Dieringer Research Group, Inc.

One thousand and one telephone interviews were conducted with adults 19 years and older in the United States using computer generated random-digit telephone lists. The data were weighted to match current population norms for U.S. adults 18 years and older, using four weighting factors: age, gender, educational attainment and U.S. Census region.

Data for all U.S. adults in the survey (n=1,001) is considered reliable at the 95 percent confidence interval to within +/- 3.1 percent. The primary goal of the larger "2006 American Interactive Consumer Survey" is to generate representative population projections for selected segments of both online and offline U.S. adults 18 years and older.
