US:
Littler Mendelson encourages businesses to welcome diverse groups to their holiday celebrations.   For many, December brings thoughts of good cheer and a Happy New Year, but for employers it induces an increased responsibility and worries of holiday party-inspired liability, including sexual harassment, drunk driving and discrimination. Although corporate America has embraced several different forms of diversity in the workplace, many companies have yet to establish a way to make their holiday parties a welcoming event for gay and lesbian employees, often resulting in interoffice tension and hundreds of thousands of dollars spent in discrimination lawsuits.

According to a survey by Battalia Winston International, 94 percent of companies will sponsor some type of holiday party for their employees this year, up by seven percent from last year; the New York-based executive-search firm has been conducting holiday-plan surveys of employers since 1988. With same-sex relationships and holiday party-related lawsuits also on the rise, now is the time for employers to modify their policies to be more inclusive of these diverse groups, according to Littler Mendelson, the nation's largest employment and labor law firm.

Ireland:
Half of new jobs in health and construction. The number of people employed grew by more than 83,000 or 4.2% in the year to the third quarter of 2006, according to the latest Quarterly National Household Survey.

The increase brings the total in employment to 2,073,300. This compares with an annual growth rate of 4.6% in the previous quarter and to a rate of 5.1% in the third quarter of 2005.

The labour force increased strongly by almost 92,000 (+4.4%) to 2,178,100 in the year to the third quarter of 2006. Demographic factors accounted for an estimated 69,100 of this increase. Net inward migration is estimated to have accounted for approximately 70% of this demographic increase.

India:
The demographic dividend
Foreign educational institutions can help reap it.

Clearance by the group of ministers to draft legislation that would allow foreign educational institutions to open their hallowed doors in India shows that the government is finally starting to learn the right lessons. Though India has the third largest higher education network in the world after China and the US, the quantity and quality of facilities are appalling. The 10 million students enrolled in graduate and post-graduate courses account for just 11% of those aged 17-23—placing us at the back of the class compared even with developing countries in the region like the Philippines (31%) and Malaysia (27%). And the proportion of GDP assigned to higher education—an abysmal 0.37%—has been dwindling.

Is it any wonder, then, that a recent McKinsey study found that barely one in four Indians with engineering backgrounds, one in seven accounting and finance graduates and one in ten with general degrees are actually employable by transnationals? Clearly, only large investments in higher education will ensure that our swelling young workforce can help the country transition to the knowledge economy.

SURVEY SAYS ...
Small Biz Spirits High
Entrepreneurs are increasingly exuberant about the U.S. economy, according to a monthly survey released this morning from credit card outfit Discover, a unit of Morgan Stanley.

According to the survey, called the Discover Small Business Watch, owners' confidence in the economy rose for the fourth straight month (see results below). Because small businesses represent such a large chunk of the economy, their owners' sentiments can signal good or bad things to come.

To take entrepreneurs' collective pulse, Discover--with the help of Rasmussen Reports--polled 1,000 randomly selected small businesses, each with no more than five employees. The result is a confidence index, calculated by assigning weights to the answers to six consistent questions. In November, the index jumped ten points, to 130.

(See Chart on Forbes.com)

It seems entrepreneurs are keeping the holiday blahs at bay. Nearly half of the respondents rated the U.S. economy as "excellent" or "good," up from 44% in October, while just 22% thought the economy was poor, the same percentage as last month.

Entrepreneurs also seem willing to beef up business development: 39% said that they would increase spending on things like advertising, inventory and capital equipment during the next six months, up from 33% in October and 30% in September. On the flip side, 31% said they would rein in spending, and 28% anticipated little change.

This month Discover tagged on a few additional questions about the potential minimum-wage hike to $7.25 an hour. Threat level? Call it yellow: While 26% said an increase in the minimum wage would have a "very" or "somewhat" negative impact on their businesses, 54% said it would have no impact.

Along with the small-business survey, Discover runs a monthly poll of 4,000 consumers. This month's spotlight was on holiday shopping. One surprising result: 19% of thirty-something shoppers plan to do their holiday shopping online, versus just 9% for twenty-somethings. Department store managers, choose your in-store Christmas soundtracks accordingly.  (Forbes.com)
