Xinhua Finance and Milken Institute Launch China Indicators
Xinhua Finance Ltd. and the Milken Institute released the first three of eight new economic indicators tracking China's financial markets.
The three indicators, whose launch was announced at the US-China Executive Summit in New York, are aimed at providing investors, analysts and financial professionals with deeper insight into China's money and capital markets. According to the CEO of Xinhua Finance, Fredy Bush, they "greatly demystify the Chinese macro economy by matching the rigor of the Milken Institute's empirical methodologies with the rigor of Xinhua Finance-compiled data." Barclays is extending a contract with Siemens Business Services in a multi-million pound agreement which will see the bank continuing its business process outsourcing contract until 2008.

Illinois House committee approves Gov. Blagojevich's plan to increase minimum wage
Illinois' hourly wage would increase to $7.50 for nearly 650,000 Illinoisans

Governor Rod R. Blagojevich praised the House Labor Committee for approving legislation that would increase the minimum wage to $7.50 per hour in July 2007. Under terms of the Governor's bill, the state's minimum wage would increase incrementally, first by $1.00 to $7.50 per hour beginning July 1, 2007. Up to 647,000 Illinois workers are expected to benefit from the minimum wage increase either directly or indirectly. In addition, 269,000 children are expected to benefit. The Governor first proposed increasing the minimum wage earlier this year. Senate Bill 1268, co-sponsored by Representatives Marlow Colvin (D-Chicago), Larry McKeon (D-Chicago), Louis Lang (D-Skokie), Cynthia Soto (D-Chicago), and Deborah Graham (D-Chicago), now moves to the House for consideration.

Deep Release:
December Job Market Shows Modest Employment Growth
According to new numbers from the Leading Indicator of National Employment (LINE(tm)) report, the modest employment growth of December 2005 will be repeated in December and employers revealed no evidence of increasing wage inflation. The findings are reported in the December report of the LINE(tm) index, a collaborative effort between the Society for Human Resource Management (SHRM) and the Rutgers University School of Management and Labor Relations.

This LINE(tm) employment expectations report references the same December period as the report the Bureau of Labor Statistics (BLS) will release on Jan. 5, 2007.

Despite the major decline in the number of job vacancies with in the service sector, firms continue to face considerable difficulty in filling certain positions. Manufacturing and service sectors firms report that it is increasingly difficult to recruit highly qualified individuals to fill key positions, due to a drop in the large pool of qualified job seekers eager to take open positions. The recruiting difficulty indexes for the manufacturing and service sectors are now at essentially the same level (20.9 percent and 22.8 percent). The LINE "net increasing index" is calculated by taking the percentage increasing minus the percentage decreasing.

The indicator reports on four employment measures: job expectations, job vacancies, new-hire compensation and recruitment difficulty. The LINE(tm) employment expectations index has consistently provided an early indication of the upcoming BLS numbers. The figure below shows how the LINE(tm) employment expectations index, in red, has correlated with the BLS numbers, which come out five weeks later. Manufacturing:
Employment expectations among manufacturing firms decreased over the last month, with 40.7 percent of employers reporting plans to hire in the next five weeks compared to 55.9 percent in November. This dip may be attributed to seasonality. Nevertheless, the December 2006 index (31.5 percent) remains substantially above the level of December 2005 (26.4 percent). Fewer manufacturers reported shrinking their workforces in December 2006 than in December 2005 (9.2 percent versus 16.7 percent). The new-hire compensation index in November 2006 (11.9 percent) fell back to almost exactly the level of November 2005 (11.2 percent). The index for exempt vacancies in manufacturing is at virtually the same level in November 2006 (8.6 percent) as it was in November 2005 (8.9 percent). The index for nonexempt vacancies declined to 8.8 percent in December 2006; down substantially from its December 2005 level of 13.5 percent. Vacancy growth remains strong within exempt manufacturing positions.

Service:
Nearly fifty percent of service-sector employers reported plans to increase hiring in December. December 2006 indexes (41.4 percent) remain at approximately the same level as in December 2005 (41.7 percent). Further, the November 2006 new-hire compensation index (10.1 percent) dipped below its October 2005 level (13.6 percent). Vacancy growth has slowed within exempt and nonexempt service-sector positions. The exempt vacancy index fell substantially from 10.1 percent in October to -6.1 percent in November. The nonexempt vacancy index experienced a similar shift, as it fell from 12.5 percent in October to -7.8 percent in November. The exempt and nonexempt vacancy indexes for the service sector are now well below their November 2005 levels -- a substantial portion of these declines result from the typical seasonal fluctuations in service sector hiring. Firms still found it difficult to recruit candidates to fill their positions, despite a climb in the recruiting difficulty index in November 2006 to 22.8 percent compared to 19.5 percent in October 2006.

The LINE(tm) index is an economic indicator that identifies early economic trends and changes in the national job market by surveying human resource (HR) executives at manufacturing and service-sector firms. The indicator is released at 8:30 am ET on the fourth Tuesday of each month.

Survey Says ...

    Brits Keen to Work Abroad ... But Not to Learn the Language
    The British are more enthusiastic as ever to work abroad but as unenthusiastic as ever to learn the languages finds a new survey.

    A survey has found that the British are increasingly eager to work overseas. 86% of people questioned said that they had seriously considered working in another country. Yet the survey, which was carried out by intercultural communications consultancy Kwintessential, also found that over two thirds of those eager to become expatriates could not speak the local language.

    The Kwintessential poll was conducted through the company's website starting in July 2006 with a sample of over 300 individuals. The results showed that meain reasons people are tempted to abandon their British posts are for a better work-life balance and the challenges of working in a different culture. Contrary to popular opinion, only 11% of those questioned identified better weather as a strong motivation for moving away from the British Isles.

    The research also found that most people would rely on their employer for professional help in settling into their new life abroad. 83% said that they would expect their employer to pay for relocation training. In terms of personal preparation, the poll found that talking to other British people who had worked in the same country was thought to be more important than learning the local language.

    Kwintessential, whose services include cultural awareness and language training for expats, said that most people underestimate the impact of culture shock has on people when moving abroad. However individuals can do a lot more to help themselves get settled in quickly.

    "The changes and contrasts in the simple things such as the language, food, TV, weather, shopping and socialising are only a small part of the relocation process and culture shock. It is the deeper differences in customs, mentality, world view and interpersonal interaction that have a more profound impact. People can do a lot to minimise the effects of culture shock. Researching the people, culture, social norms, religions, language, food, entertainment and accommodation is a good place to start. Working abroad can be a wonderful experience but good preparation is essential."
