Indian outsourcing
The main trade body representing software services companies in India will hold
entry-level tests to gauge the abilities of people seeking jobs outsourced by
U.S. and other overseas companies. The move aims to tap new talent and cut the
time and expense of recruiting new hires to India's outsourcing industry, a key
engine of the country's fast-growing economy. Candidates who pass will be
regarded as having the basic skills to work in the outsourcing industry, even
though the qualification would not guarantee employment, said Deepakshi Jha, a
spokeswoman of the National Association of Software and Services Companies. (Pueblo

Japan:
Japan's population declines for first time in post-war period
Japan's population declined in 2005 for the first time in the post-war period
after reaching a peak the previous year, according to figures from a national
census. Noting that the ratio of unmarried people to the entire population has
been increasing, contributing to a decline in the birthrate, officials said the
results of the latest census clearly illustrate a downward trend in the nation's
population. The Internal Affairs and Communications Ministry on Tuesday
announced the final results of the national census that was conducted in October
last year. Japan's population came to approximately 127,767,994 in October last
year, down 22,000 from the estimated population the year earlier, according to
the results. Japan, which was the ninth most populated country in the world, has

US:
Productivity Growth Stalls, Labor Costs Rise
Productivity was unchanged during the third quarter
of 2006, according to a report by the Department of
Labor's Bureau of Labor Statistics. The bureau also
reported revised productivity data for the second
quarter. The bureau said productivity grew at an
annual rate of 1.2 percent in the second quarter,
down from 1.6 percent in an initial estimate. In the
third quarter, output grew at an annual rate of 1.6
percent. Hours also increased 1.6 percent,
reflecting 0.8-percent gains in both employment and
average weekly hours at work. (HR.BLR)
Upward revision in U.S. workforce the biggest
ever
The report on job growth in October, due Friday,
will be the last headline on the economy before the
midterm elections. A surprise number, markedly
different from the consensus guess of about 120,000
new jobs, likely will figure in last-minute stump
speeches by candidates and prompt a customary
knee-jerk reaction in financial markets. But short
of a bombshell, such as zero job growth or 400,000
new jobs, your financial planning will be better off
if you contemplate, instead, a remarkable job number
released a month ago. In its jobs report for
September, the Bureau of Labor Statistics announced
the biggest-ever upward revision of its annual
benchmark for the number of Americans holding
non-farm payroll jobs. (Chicago

Government Workers Very Well-Paid: Report
Growing evidence shows government employees are
highly compensated as compared with their
counterparts on private payrolls. The U.S. Bureau of
Labor Statistics reports that in 2005 median weekly
earnings for full-time government workers averaged
$758, compared to $625 for those in the private
sector. Those figures are from the Current
Population Survey. Another view can be seen in the
Bureau of Labor Statistics National Compensation
Survey, which reports that in the first quarter of
2006 the cost of compensation per hour worked for
state and local government employees averaged $36.97
compared to $25.09 for private industry workers. (Heartland)

HR representatives at my company. They were
explaining to me how the HR organization wanted to
be more "strategic" with its clients and how they
wanted to help us with annual resource planning. At
