The Human Capital Institute (HCI), a global professional association and educator in talent management strategies, and Towers Perrin, a global professional services firm, announced that Towers Perrin has become a global underwriter of HCI, helping to bring the latest human capital education, metrics, and tools to leading corporations.

Interchange Corporation ( INCX) announced the company will change its name to Local.com Corporation effective November 2, 2006. The Company's ticker symbol will also be changed to LOCM on the same date. The name change is intended to align the company's corporate identity with that of its leading local search engine, Local.com. "Local.com has far more mindshare with our customers, partners and users than Interchange," said Heath Clarke, chairman and CEO.  "With the majority of our revenues now coming from local search, it makes sense for us to focus on building our Local.com brand with our business partners, users and the investment community."

ClearanceJobs.com, the leading Internet-based job board for professionals with U.S. government security clearances, announced the results of its most recent Security Clearance Jobs Salary Survey. According to the study, security-cleared professionals earn an average of $67,429, an increase of 2 percent from the first quarter of 2006. Additionally, these professionals are earning an average of 24 percent more than their non-security-cleared counterparts.
Key findings of the survey include:
-- Salaries for the lowest level Department of Defense-issued clearance, Confidential, had the greatest gain this quarter, with the average salary rising 13.5 percent to $52,000
-- The average salary in the Washington D.C. metro area declined nearly ten percent since the first quarter to $73,428
-- Security cleared professionals in Iraq continue to be rewarded with higher than average pay, as salaries rose 6.4 percent to $98,387 this quarter
-- Security-cleared women narrowed the salary gender gap by 3.75 percent since the first quarter, but they still earn approximately 12 percent less than their male counterparts
-- IT management positions top the list of highest paying job titles with security-cleared IT executives earning $111,578 and security-cleared project managers earning $99,322

Tim Driver is working to attract $3 million to $5 million in funding to grow his 12-person company's website that launched little more than five months ago and is already attracting 150,000 unique visitors each month -- along with increased interest from advertisers. Driver, a 40-year-old tech executive with a successful track record of tenures at Internet-based businesses such as Salary.com and AOL Inc., said RetirementJobs.com is aimed at the growing number of 50-and-older workers in search of second careers and the companies that want to hire them. Concern over job chances
The number of unemployed all over the world in the 15-24 age group has risen nearly 15 per cent over the past decade, while south Asia accounts for a 10 per cent increase, a new ILO report said. The latest report on unemployment said while the number of the young unemployed increased from 74 million to 85 million between 1995 and 2005, nearly 300 million youths, which was approximately 25 per cent of their total population, lived below $2-per-day-poverty line. Monster launches EU job board with MSN
Monster has teamed up with MSN, the internet portal, to provide job boards in 1- countries across Europe. "Joining forces with MSN will enable us to reach an even broader audience both from a job seeker and customer point of view," says Peter Dolphin, CEO of Monster Worldwide Europe. (Recruiter)

IPO...Info Edge fixes price band between Rs290-Rs320

Info Edge (India) Ltd, a leading provider of online recruitment and matrimonial classifieds and related services in India, proposes to enter the capital market on 30th October 2006 with an IPO of 5,323,851 equity shares of Rs10 each through 100% book building process. The price band has been fixed at Rs290 to Rs320 per equity share. The issue closes on 2nd November 2006. (India Infoline News Service)

Timesjobs.com Partners NowPos to Launch World's First Voice Resume Suite for BPOs
Timesjobs.com, the fastest growing e-recruitment portal in India, has entered into a strategic partnership with NowPos Online Services Pvt. Poland:
Poland opens job market to EU workers

Poland opens its job market to workers from all EU states as well as from Iceland, Lichtenstein and Norway.
The Polish Labour Ministry said that the plan involves opening the market without any transition period to all the EU states including those which apply labour restrictions on workers from Poland. The Polish job market will also be open to Bulgarians and Romanians after the two states become EU members on January 1st next year. (Radio Polonia)

Saudi Arabia:
Bayt.com, Nesma Internet enter into strategic alliance
Bayt.com, the premier recruitment site in the Arab world, and Nesma Internet, the largest web service provider in Saudi Arabia, confirmed their partnership - a move that will facilitate more people in the Kingdom to access world-class online recruitment services. (

Now you can make money while you look for a job. A new South African social-networking website, Employmint.co.za, was launched this week and will be turning the recruitment business on its head. Social-networking websites have changed the way people communicate over the internet, providing platforms for people to collaborate and share information online in previously unavailable ways. UK:
Recruiters Face New Challenges With Their Search Marketing Strategy
Recruitment search marketing specialists SiteVisibility have published a white paper titled ‘Recruiter Search Marketing Strategy'. The paper examines the key challenges and opportunities that both recruiters and job board owners are likely to face when developing their search marketing strategy in the Web 2.0 era. The UK recruitment sector leads the market in terms of online ad spend with over £102 million pounds spent in the first half of 2006 (compared to £94 million in the first half of 2005). Of that £102m, Pay-Per-Click advertising (PPC) (also known as ‘Paid Search') accounted for 58% of all money spent on online advertising. However, this growth in PPC advertising is also driving up the cost per click (CPC) for competitive job related search phrases, which means that search engine optimisation (the process of improving your website's position in the natural or free results) is increasingly becoming a key part of the recruiters' online marketing mix. US:
Scientists leaving over new job limits

Nearly 40 percent of the scientists conducting hands-on research at the National Institutes of Health say they are looking for other jobs or are considering doing so to escape new ethics rules that have curtailed their opportunity to earn outside income. Most scientists say the ethics crackdown is too severe, and nearly three-quarters of them believe it will hinder the government's ability to attract and keep medical researchers, according to a survey commissioned by the government's premier medical research agency. The tightened rules were put in place last year after NIH found dozens of scientists had run afoul of existing restrictions on private consulting deals that had enriched them with money from drug and biotechnology companies. Fair allowed 450 job seekers to shake hands with 26 employers
Held at Holiday Inn Hotel and Suites in Bolingbrook, the event was fourth in a string of job fairs Suburban Chicago Newspapers began sponsoring a year ago.
A fair was held in June at the same location, and two took place in October and February in Aurora. The company hosts the job fairs as a community service and as a way to partner with clients, said Ed Hochevar, recruitment advertising sales manager. (Beacon News)

According to a research, more and more career women are freezing their eggs as they look it as a 'insurance' for having children in future. The research involved interviews of more than 20 women at Mount Sinai School of Medicine in New York who had chosen to freeze their eggs for future use. (All Headline News)

Corporate Hypocrisy
For those of you keeping track, I seem to have given up on my old plan to pursue "lifetime student status" in favor of "I want money, a lot of it, and right now." In other words, grad school applications seem more difficult and much less rewarding than dropping résumés and chatting with recruiters. However, I've been spending a great deal of time polishing the ol' résumé, tailoring cover letters, and crafting thank you letters just like the people in career services say we're supposed to. We're supposed to look professional. Otherwise kiss high incomes and fancy cars goodbye and say hello to welfare, crack, and being a babydaddy (again, just quoting career services here). The Web seems like a corporate recruiter's dream come true. Post a help-wanted ad on some job boards, and candidates email you their resumes . Or you can quickly peruse resumes that are already there, looking for a good match. The reality is much less ideal. Because posting a resume is so easy, recruiters often end up with hundreds of applicants for an open position. So, very often, it takes longer than ever to fill jobs. Now companies are trying out new tools that promise to do a better job of matching candidates with the right position. Some companies use services that analyze online resumes and rank them by how well they meet job requirements. Other companies are turning to social-networking sites to locate "passive" job-seekers -- those who might be willing to jump to a new position but aren't actively looking.
