India's outsourcing revenue jumps
India's outsourcing revenue rose 32 percent to US$6.6 billion in the April–June
quarter, a trade body said Saturday, suggesting the South Asian country remains
a preferred destination for Western companies to shift back–office work. Exports
of software and information technology–related services totalled US$6.57 billion
in the fiscal's first quarter, up 32. 3 percent from a year ago, said the
Electronics and Computer Software Export Promotion Council. (Cayman

Almost half (48%) of UK IT directors are not confident of their grasp of

U.S. Tech Workers In Hot Demand Despite More Outsourcing
So much for predictions that outsourcing would turn the United States into a
nation of burger flippers. A new survey shows that most tech professionals are
too busy working to worry about competition from low-cost labor in India. And
here's the most stunning thing about all this. IT employment in the United
States is growing even as more businesses outsource tech work overseas. Hudson,
a professional staffing firm, reports in their July survey that hiring and pay
in the tech sector is up, as is worker confidence. At the same time, India's
revenues from outsourcing are climbing--up 32% in the second quarter, according
to an Indian trade group. (Information
Week) Military Self-Sufficiency Undermined
by Outsourcing
The U.S. Army's decision to award military contracts to overseas manufacturers
highlights a disturbing "short-term" ideology and America's growing dependence
on foreign nations. On June 29, the United States Army announced it would spend
$3 billion to purchase up to 352 UH-145 helicopters from Eurocopter, a
subsidiary of European aerospace group eads (Agence France Presse, July 4). With
this deal, Eurocopter, after decades of delivering to the U.S. government and
commercial operators, has at last broken into the U.S. military market. This
represents a "major shift in Pentagon procurement policies" . (The

Benchmarking Report Shows Vast Differences Between Plant
Staffing Levels
The degree to which companies staff various areas within their plants is
widely varied and could have strong implications on a company's ability to
become best-in-class. With the completion of ARC Advisory Group's second
quarterly Benchmarking Consortium Report on July 28th, participating companies
found the assessment of automation staffing levels one of the most useful
insights.
Manufacturing Metrics
Companies are using these statistics for a variety of
purposes, including determining if they have the correct staffing levels for
specific tasks such as maintaining control systems, managing their hardware and
software, field instrumentation, and control systems used in automating their
production," said Dick Hill, ARC Vice President and General Manager, and leader
of the ARC Benchmarking Consortium. Dick adds, "The work we are doing with
Consortium members is very exciting, as we facilitate learning from other
manufacturing plants from around the world."
Staffing levels are just one of the 23 metrics manufacturing
companies are using to compare to others, both cross-company and cross-industry.
Each metric is composed of several measures approved by the Consortium as being
valuable, with clearly defined calculation methods in order to remain
consistently measured from plant to plant. The recently released Benchmarking
Report compared data from 51 different plants.
Aside from staffing levels, companies are finding the
comparison of the adoption of performance management solutions to be
enlightening. This allows members to compare where they are in the adoption of
new innovative technologies versus the industry, a measure especially attractive
to a company's management. Other areas of interest range from project costs of
deploying automation to utilization of advanced process control.
