NCPERS, the nation's leading advocate for public employee pension plans, today calls into question the results of a study by Deloitte on public pensions. According to NCPERS' analysis of the study, Deloitte provides little in the way of well-researched facts on public pension plans, and instead relies on misleading information and commonly perpetuated myths to create the impression that public pensions are in bad condition. While some public retirement systems have been challenged with regard to plan funding, the vast majority are well funded and prepared to meet all obligations now and in the future. The report fails to mention that returns on equity investments over the last few years and politicians and legislatures that have refused to budget for or contribute to the plans are prime reasons that some funds, including the ones the report highlights, are facing funding shortfalls.

The major outsourcing services providers face a changed marketplace, as many first generation outsourcing deals, estimated at $118 billion in annualized contract value (ACV), are set to expire in 2006-2008 and new suppliers position themselves aggressively for this business. Approximately one-quarter of these deals have already been renewed, based on confirmation by key suppliers in Q1 2006, but the majority of these contracts, valued at $88 billion, have not. "Our analysis revealed that more than 40 percent of these deals face a medium to high risk of being restructured, which opens the door for new suppliers," said Vipul Taneja, Market Research Analyst, Everest Research Institute. A congressional investigation is downplaying fears of a stock market meltdown caused by millions of retiring baby boomers unloading their assets. The Government Accountability Office concludes most boomers have few assets to sell, retirees tend to spend their assets slowly, and longer life expectancies may stretch that out even more. And, says the GAO, many will probably continue working past their normal retirement ages. (TampaBay)

Local job market heats up as U.S. economy simmers
Get out your resumes. This summer is shaping up as Hampton Roads' best mid-year job market in years, with unemployment dipping from 2005 and companies adding thousands of jobs.  Unemployment in Hampton Roads fell to 3.7 percent in June from 4.3 percent the same month a year ago, and the area added 11,500 private, nonfarm jobs in that time, according to statistics released Friday by the Virginia Employment Commission. Pockets of Employment Crisis Covered in Red Alert 2006
The employment marketplace is heating up. Every month more jobs are created and jobless claims go down. Soon cocooning employees unhappy with their present circumstances will jump their corporate ships.

This exodus from jobs people have hated for years is already happening in some geographical areas, some occupations, and some industries. The term Pockets of CrisisTM was coined in late 2002 to describe the employment market at that time. "And those Pockets of CrisisTM are spreading," says Joyce Gioia (joy-yah), president of The Herman Group.

During the early part of the decade, the country had fewer than ten markets with less than 3.0% unemployment, now we have 44. And we had fewer than 50 markets with less than 4.5% unemployment; now we have 196. The 4.5% level is significant because economists define full employment to be between 4.5 and 5.0% unemployment. Therefore, any rate that is lower than 4.5% indicates that the particular geographical market is in a workforce shortage situation.

Each year, during the summer, the Principles of The Herman Group, a think-tank of workforce futurists, and VetJobs, the job board that caters to employers looking for retired military, conduct a survey of the leading-edge thought about the employment marketplace. The Principles are Joyce Gioia (joy-yah), Roger Herman, and Ted Daywalt, well respected in the fields of retention and recruiting. The knowledge gleaned from their research is complied in a special paper called the Red Alert Report.

Some industries form their own Pocket of CrisisTM. The Red Alert document details job growth in four such pockets, the hottest industries: healthcare, education, construction, and hospitality. The Red Alert employment advisory covers a number of hot issues in addition to Pockets of Crisis,TM. Issues like offshoring and reverse offshoring, as well as onboarding and workers unemployed by choice are discussed in depth. In addition, this year the researchers extend an international reach to Canada and Asia, to discuss the global challenges employers face.

This special report was named Red Alert in 2004 when readers told the researchers that their white paper had information so hot they needed to give it a more descriptive name.
