Monster, the leading global online careers property and flagship brand of Monster Worldwide (MNST), announced the commencement and expansion of its 2006 Diversity Leadership Program (DLP). This interactive program helps college students from diverse backgrounds develop practical life skills, obtain scholarships and explore career opportunities with leading U.S. companies. Now in its fifth year, the DLP will take place in 10 cities throughout the summer, beginning on July 8, 2006 in San Francisco. More than 25,000 applicants competed for 3,000 spots to attend 10 separate weekend conferences around the country, nearly doubling the size of last year's program. The DLP combines education and entertainment to help students build life and employment-related skills, including resume writing, goal setting, career development, motivation and diversity awareness. In addition, the program offers networking opportunities with executives from premier companies such PricewaterhouseCoopers, Target and Lockheed Martin.

Taleo Corp. announced Wednesday that it has relocated its headquarters from San Francisco to a 35,000-square-foot space in Dublin. Taleo (NASDAQ: TLEO), a provider of human-resources management systems, said that the larger space will allow it to expand operations. The new facility, located at 4140 Dublin Blvd., includes a 5,000-square-foot customer training center and high-tech conference facilities. The company, which was founded 1998, was known as Recruitsoft; it changed its name to Taleo in 2004.

Dice Inc., the leading online career site that helps businesses source technology and engineering professionals, and Targeted Job Fairs, a leading provider of career fairs for technology and engineering candidates nationwide and a Dice company, will host a technology, engineering and security clearance job fair on July 11th from 11:00 am to 3:00 pm at the Meydenbauer Center. Stocks lower on jobs data, missile tests

The Nasdaq retreated 33.49 points to 2,156.94 while the S&P 500 index was off 10.68 to 1,269.51 after Pyongyang test-fired seven missiles, including a long-range weapon. The markets were also stalled by a survey showing much stronger than expected U.S. job growth two days before the U.S. Labour Department releases its June payrolls report. An employment index compiled by payroll service provider ADP indicated U.S. private-sector jobs increased by 368,000 last month, raising inflationary concerns and speculation that the U.S. Federal Reserve may hike interest rates again in August. Economists were expecting Friday's official data to show 155,000 jobs were created in the U.S. last month. (The Star)

Dave Ulrich on a radical HR re-invention
Dave Ulrich of the University of Michigan is not a man who minces words. Ulrich elaborates on four broad tasks for HR that would allow it to help deliver organizational excellence. First, HR should become a partner in strategy execution. Second, it should become an expert in the way work is organized and executed. Third, it should become a champion for employees. And fourth, it should become an agent of continual change. Can HR transform itself on its own? Certainly not. In fact, the primary responsibility for transforming the role of HR belongs to the CEO and to every line manager who works with the HR staff. Competitive success is a function of organizational excellence, and senior managers must hold HR accountable for delivering it. HR adds value when it helps an organization develop capabilities to win. Personnel Shortages the Next Big Storm on Aviation Radar

Shortages of skilled employees are beginning to bite with some Asia Pacific airlines scaling back their expansion plans - and things are likely to worsen in future, according to the Centre for Asia Pacific Aviation (CAPA). CAPA estimates that airline operators in the Asia Pacific and Middle East will require 150,000 additional employees to support new aircraft currently on order. China, India, Asia and the Middle East will be the most seriously affected. (ASIA Travel Tips)

UK:
Contractors 'terminated' before retirement

Forty years ago, the computer languages BASIC, FORTRAN and Algol were in the ascendancy, packet switching to enable reliable networks was a year old and Moore's law had yet to prove computers doubled in power every year. Back then in 1966, it was the dawn of professional computer programming, and the image of the bearded, t-shirt wearing hippie with a predilection for staring at green screens was just forming in the collective consciousness. Where are these pioneers of programming today? Surely they should stalk the IT departments of a million enterprises dazzling with their collected wisdom and experience. But, corporations have no such luck. Retirement parties are rarer than a system in Algol, and silver-haired staff are conspicuous by their absence. (ContractorUK)

Local HR group to discuss effective job descriptions

Human Resource professionals and area business representatives are invited to attend the monthly meeting of the Bartlesville Area Human Resource Association. The group will meet at 11:30 a.m. July 13 in the Girl Scouts -Bartlesville Program Center Activity Room, 511 E. 11th St., in Bartlesville. The meeting will be called to order at noon. The topic for July's business meeting will be, "What are you looking for? Writing Effective Job Descriptions." Fieldglass releases new workforce management software
 Fieldglass Inc., a provider of contingent workforce management and services procurement software, today announced the release of InSite 4.1.4. This latest release of the company's flagship software product provides even broader functionality addressing the procurement and management of contingent labor and other external services such as consulting projects, outsourced and offshore functions, a Fieldglass statement said. Millions of boomers approach retirement
The first wave of the 77 million or so people in the "baby boomer" generation is nearing retirement and there's an alarm bell rippling through Washington. Never before have millions of people simultaneously hit retirement age. Our political leaders are challenged in trying to come up with a plan. They have no model, no scenario, no plan or pattern from the past to help them out. This is something entirely new to them, and they admit they really don't know what to do. With Medicaid, Social Security and Medicare already running in the red, what in the world are they going to do when millions of new people start asking for their government's financial assistance for things such as Social Security, nursing home care, medical expenses, and so on? It seems as if crossing their fingers is about all they've come up with. About one out of eight Americans are seniors. By 2020, it will be one out of six. This is an increase of 20,000,000 in retirement age. Those already in retirement are about to get more scared. They're already nervous about cut-backs to the money and assistance. Now, there are the 77 million more who are about to come into their golden years over the next 25 years.  (ToledoFreePress)

Deep Release:
Migrant workers -- welcome up to a point
James Quinault, director for Managed Migration Strategy at the Home Office, will explain government plans to introduce a points-based immigration system to an audience of policymakers, leading researchers and stakeholders at an international conference to be held in Oxford on July 5th-6th, 2006.

Migrants now make up over 12 per cent of the work force in high-income countries, and are employed across a range of occupations, from medicine and IT to low-skill jobs such as cleaning, hospitality and food processing, that are often shunned by local workers. The government plan to replace today's complex system of 80 different permits and entry schemes with a single "entry through skills" system aims to restrict entry to those whose skills will benefit the UK.

The proposals have been generally well received but some critics claim they will increase exploitation and human trafficking. Their implications will be debated at the annual conference of the ESRC Centre on Migration, Policy and Society (COMPAS) at Oxford University.

'One of the key questions is whether employers will, as the government expects, choose to employ workers from the new EU member states rather than non-EU nationals for low-skilled jobs. If not, will employers continue to illegally employ non-EU migrants in jobs that offer low wages and poor employment conditions? ' says Dr Bridget Anderson, senior researcher at COMPAS.

Dr Martin Ruhs, an economist at COMPAS, will tell the conference that discussions of "illegality" in the employment of migrant workers often fail to distinguish between illegal residence and illegal working. As a result, there is little discussion about the situation of migrants who are residing legally but working in violation of the employment restrictions attached to their immigration status. 'Our research has shown that such migrants – and their employers – often see themselves as bending rather than breaking immigration rules', he explains. 'Migrants can provide employers with a highly desirable flexible labour force. They are easy to hire and fire, and eager to work long hours, so employers are sometimes willing to turn a blind eye if they break the employment restrictions attached to certain types of immigration status.'

Viviane Abayomi, a migrant domestic worker, who has been involved with the charity Kalayaan for many years and is an active Management Committee Member, will argue that the proposed reforms seem to contradict the government's claimed aim to prevent trafficking. 'Migrant domestic workers (MDWs) are dependent on one employer for their immigration status, their housing and their employment. Their employer is also usually the main source of information on their rights and their situation in the UK. The new rules would mean MDWs would be unable to leave a situation in which they are being exploited without losing their legal status,' she says.

The opening day of the conference, International Labour Migration: In Whose Interests? will focus on trends and impacts of labour migration in both receiving and sending countries. Speakers include Phil Martin, University of California, Christoph Dumont, OECD, Jonathan Portes, Department of Work and Pensions and Ali Mansoor, a lead economist at the World Bank. A wide range of research papers from universities in the EU, North America and other countries will be presented at workshop sessions on both days of the conference. The workshop topics will include: the impact of European migration policies; guest worker programmes; gender and international labour migration; agencies; and rights, statuses and deportation.
