Staffing Industry Analysts, Inc., the world's premier staffing services analyst firm, announced today that the 2006 Healthcare Staffing Summit will be held September 19-21, 2006 at Loews Coronado Bay Resort in San Diego, Calif. The event will feature a keynote address by Robert Reich, former Secretary of Labor and professor of public policy at the Goldman School of Public Policy, University of California, Berkeley. Reich will discuss the challenges ahead for healthcare staffing firms in light of economic developments, changing health policy and an acute shortage of healthcare professionals.

Interactive recruiting firm TargetX today launched the first online planning tool to help colleges keep up with the dizzying array of communications and events necessary to recruit today's students. eXpressPlan is the first web-based planner designed exclusively for college admissions officers, said TargetX CEO Brian Wm. Niles. "It enables schools to schedule, track and manage all their recruiting efforts, including printed pieces, online communications and events," he explained.

What was once recommended for gaining a competitive edge in the war for talent has become a competitive necessity. The Internet is now the preferred application method among hourly job-seekers, according to new research announced today by Unicru(R) Inc. Last quarter 2.5 million job candidates applied online with Unicru clients for an hourly position, more than twice the 897,000 that chose to apply on-site.

Advantec, a provider of managed human resources services, recently contributed its expertise to the lobbying efforts of the Society for Human Resource Management ("SHRM") in Congress. At issue is The Protection, Anti-terrorism and Illegal Immigration Control Act of 2005. This legislation, in its current form, creates new obstacles for human resources professionals and may negatively impact the productivity of U.S. businesses. Specifically, the proposed legislation would require businesses to use a new electronic employment verification system within two years, based upon a current pilot system that has an error rate of 15%. The use of this verification system would be required in addition to the current I-9 paperwork. Advantec joins other human resources professionals in supporting the use of an electronic system, but Advantec also shares the concern that this system will not be ready by the proposed implementation date. Advantec Human Capital Consultants Tonya Fletcher and Todd York were invited as officers of HR Tampa, a local division of SHRM, to join a delegation -- dubbed "H.R. Voice" -- in presenting these industry-wide concerns to Congress. Ms. Fletcher and Mr. York described for legislators the problems and increased costs that would result from imposing an unreliable verification system on U.S. businesses.

Outsourcing growing in flexibility

Once upon a time, if someone mentioned business process outsourcing (BPO), one would automatically think of India. After all, many of us weren't entirely sure what BPO encompassed and the fact that we knew of this phenomenon occurring in India only added to its mystique. How things change. Business outsourcing, of course, didn't start in "low-cost" countries like India but originally grew out of IT outsourcing in what are considered "high-cost" countries like the United Kingdom. There are two great links I came across in my voluminous web reading today. The first is a list of blogger tools from A-Z, put together by Darren of ProBlogger.  What a traffic builder!  The second is an article in the WSJ Career Journal.  I read it on my RSS reader before I saw it in the paper this morning, so technically it counts as Surfing. It's a list of Senior Job Board Resources: Someone out there is taking on that boomer population and making money off, I mean with them.  Some places to do that. Enrge, Seniors4Hire, the smartly named Your Encore, and my favorite, DINOSAUR EXCHANGE.  ROARRR!  (Recruiting.com)

Papers adapting to new demands put forward by Web advertisers
In the mid-1990s, most newspaper Web sites tried to mimic the core product by publishing portions of content directly online - and in some cases posting images of the front page itself. Newspapers worried about losing subscribers to the Web. Some of them withheld breaking news until the story was published in print. Some would only update classifieds once every night. Publishers feared that if they let customers write and submit their own classifieds online, revenue would fall. They also pondered how to charge users a subscription fee to access the site. The Department of Labor routinely eliminates outmoded job titles from its database. Titles such as bonbon dipper and rubber attacher have been bounced recently, making room for new positions like the ones below.

  • Chief Risk Officer Risk management isn't just for insurance companies anymore. Risk officers identify and mitigate various risks facing a company, from computer viruses to acts of nature.
  • Chief Ethics Officer Brought about in part by the Sarbanes-Oxley Act and increased government scrutiny, this new kind of CEO establishes and enforces codes of ethics and organizes integrity training programs for employees.
  • Corporate Development Officer As M&A activity continues to surge, more companies are appointing executives to focus solely on merger and acquisition plans.
  • Chief Diversity Officer Diversity is becoming a key part of strategic planning. In addition to overseeing compliance issues, CDOs develop, implement, and manage all aspects of a company's strategy for promoting diversity.
  • Chief Blogging Officer Believe it or not, some businesses, including yogurt maker Stonyfield Farms, are hiring senior executives to write company blogs. "Blogging has become a corporate job," says Laura Lorber, an editor at CareerJournal.com.

India on verge of another outsourcing wave

 India is on the verge of another outsourcing wave: high-end laboratory and diagnostic testing!  Indian labs offer a comprehensive test menu - over 1,500 tests under one roof. A number of hospitals in the US and UK are outsourcing laboratory and diagnostic tests to India as it costs about 70 to 80 per cent less to conduct them here.  At the moment, this is generally limited to highly-specialised tests but experts say outsourcing of laboratory testing and diagnostic services is set to become big business in India. Mismatch between skills and jobs

THE second round of the Graduate Tracer Study officially commences today as research directors of 60 colleges and universities from all over the country come together to begin the arduous process of answering the question that has been baffling industry and academe in the last few years. No, the question has nothing to do with how those voices got caught on tape. The question, in layman's terms, is what exactly is causing the mismatch between what academe produces (skills) and what industry needs (jobs)? Hopefully, the answers will lead to prescriptions that will help academic institutions and national policymakers develop a more responsive and relevant educational environment that will enhance the overall competitiveness of Filipino graduates in the marketplace. UAE:
Enough nationals to fill HR posts says Tanmia

The National Human Resources and Employment Authority (Tanmia) has reassured the private sector that there will be enough qualified UAE nationals to fill the human resources positions vacated by expatriates. The assurance by Tanmia head Eisa Za'abi follows two ministerial decisions requiring companies in the private sector to replace all human resources managers, personnel managers and secretarial positions with UAE nationals. Local concerns over new HR laws
Plans to force companies in the UAE to replace Human Resources (HR) staff could create huge problems for the business community. The new resolution called for private sector firms to replace all HR staff with nationals within the next 18 months. Emirati, Nayla Al Khaja, CEO at media company, D-Seven, said some nationals needed to do more to ensure they got the right job. (7Days)

UK:
Outsourcing 'needs direction'

Outsourcing parts of your business requires a lot more work and organisation than most businesses think, according to IT expert Elaine Axby. With a number of British companies, such as Powergen, bringing their outsourcing home, Ms Axby says that there are a number of things to take into account before deciding to outsource your business. The first thing is to take your time with the project and do not rush it. Your home business must be in good shape to begin with and the outsourcing project must fit in with your overall business strategy, she explains. (ihotdesk)

Room at top in city schools
100 are expected to get new Principles
Chicago's public schools face another crush of principal vacancies, with more than 70 retiring this year and another eight being yanked for performance problems. In all, an estimated 100 schools will open with new leadership in the fall, including 16 new schools created under Renaissance 2010 reforms. This is the second year in a row the district has had such turnover, which has affected about a third of the city's 600 schools.

"The face of the Principleship is going to change dramatically. It presents some challenges, but it's also a historic window of opportunity," schools chief Arne Duncan said Monday. "It's critically important that we provide our great new Principles with some very good support in these early years." At a time when Baby Boomer Principles are retiring in droves, the district has made it harder to qualify for the job, cutting in half the number of candidates on the principal eligibility list. In the past, all it took to land on this list was state certification, a written examination and at least six years of experience. (Chicago Tribune)

Automotive Industry Buyouts Force Baby Boomer Career Transitions
"Over the hill" in Corporate America is getting a lot younger. Employee buyouts in the automotive industry are forcing later-in-life career transitions. Many Baby Boomers are asking the question, "What am I going to do with the rest of my life?"

Baby Boomers, the cohort of Americans born between 1946 and 1964, have confronted turbulent social and political change while setting significant new trends in every phase of their lives. Becoming members of a burgeoning species of the involuntary retired is just one more bump on the road of life for this powerful generation.

"Over the hill" in Corporate America is getting a lot younger. An expert estimates that 3.5 million people between the ages of 40 and 58 vanished from the American workforce from 2001 to 2004. That's about 5 percent of all Baby Boomers. And now the automotive industry's restructuring buyouts of 2005 and 2006 are forcing second careers to sprout out of the pain of a pink slip for boomers. Many of the 78 million boomers in the United States are asking the question, "What am I going to do with the rest of my life?"

These later-in-life career changers don't care about taking it easier and often will work as hard or harder than they did in the jobs they left behind. A Merrill Lynch & Co. retirement survey of more than 3,000 Baby Boomers reported that 83 percent intend to keep working and 56 percent of them hope to do so in a new profession.

Many people are planning on working into their 70s or even later and 16 percent plan to work for themselves or start their own business. A 2004 AARP study shows that the proportion of self-employed workers rises with typical working age, peaking at 24 percent of working women at age 66 and 38 percent of working men at age 65. The numbers reflect that people are "doing this as a transition to retirement, or they tend to be working longer than those who are in wage-and-salary jobs," said Lynn Karoly, a senior economist with Rand and co-author of the AARP study.

"With children gone, corporate jobs eliminated, little retirement savings and the best years of their life beginning, Baby Boomers are ready to move on to a second career and downsized home more suited to their current and future needs," says John G. Agno says, "We are all knowledgeable workers today and many boomers are walking away from employers with tacit knowledge intact. The experience gained in career number one will be selectively applied in a second career---allowing boomers to do what they do best, where and when they want to do it."

A majority of boomers say they want to work in a phased retirement, but companies are only just beginning to try to figure out how to accommodate that. The Merrill Lynch survey found that 71 percent of adults hope to work in retirement, with many looking for part-time jobs or an opportunity to move in and out of the work force---perhaps, during a period as a long as ten years.

"Employers simply can't afford to see this Baby Boomer generation retire en masse," says Roselyn Feinsod, principal at Towers Perrin HR Services in Stamford, CT, "without witnessing significant effects on productivity, the ability to serve customers and, ultimately, the bottom line." According to a survey conducted by Towers Perrin, employees 55 and older were found to be more engaged and committed to their work than their younger colleagues. Yet, few companies have figured out how to share knowledge among employees or to pass it on when workers retire or change assignments.

Agno cautions the mature adult to take stock of yourself and your life during this mid-course career correction before jumping into a new job. A financial planner can help you to map out your retirement needs and a career coach can help you inventory your signature talents and discover how to apply your knowledge and experience in a way that works best for you and your family. Managing money well is important. But for many people, the most important investment they can make during their working years is in gathering the skills, education and contacts they need for the work they want to do in retirement.

As Bernard Baruch once said, "Age is only a number, a cipher for the records. A man can't retire his experience. He must use it. Experience achieves more with less energy and time."
