DDC Group today announced that it has made an equity investment stake in OS2i, a DDC HRO partner – further evidencing DDC's view of the growth opportunity in HR BPO that leverages a hybrid onshore-offshore service delivery model. Staff Sgt. Consuelo Spears received the
Army's first $1,000 recruiting referral bonus  in a ceremony at historic Brown Parade Field. The check is the first one issued under the Army's new referral bonus program that began Jan. 18. Command Sgt. Maj. Frank Norris, U.S. Army Phoenix Recruiting Battalion, presented the award.

HotGigs.com - The On-Demand Staffing Exchange announced today its new Agency Referral Program (ARP), allowing companies to post hard-to-fill permanent positions at fixed costs well below those of traditional full-fee headhunters. This marks a change in HotGig's business model, which until now has helped companies find and source contract/temporary professionals from its United States network of 7,000 consulting and staffing firms, and 25,000 independent consultants. This same network of firms can now participate in the hiring process for full-time positions listed on the HotGigs Website.

Analysys International, a leading Internet based provider of business information about technology, media and telecom (TMT) industries in China, says in its recently released
report ''China Online Recruitment Market Quarterly Tracker Q1 2006'', that China's online recruitment market reached RMB 148 million in the first quarter of 2006, increasing 6.59% quarter-over-quarter. Analysys International says the market pattern of China's online recruitment industry remained unchanged in the first quarter of 2006. 51job.com, ChinaHR.com and Zhaopin.com firmly occupied the top 3 positions in the market.

The Impact of Demographic Change on Local and Regional Government
The German Institute of Urban Affairs conducted a study on the impact of demographic change on Local and Regional Government for CEMR (Council of European Municipalities and Regions, www.ccre.org ). The publication can be downloaded from Difu website http://edoc.difu.de/orlis/DF10409.pdf  . All European countries are facing challenges from demographic change. These fundamental, serious developments have complex consequences for local and regional authorities. The impact of demographic changes will differ from city to city and from region to region. But they influence nearly every sphere of life: labour markets, housing markets, social security systems, infrastructure, urban/spatial planning, education, budgets and finances. Experience with the impact of demographic change has engendered strategies to face these developments in a number of countries and municipalities. (IDW)

Report: PC In-Game Advertising to Exceed $400 Million by 2009
A new study from market research firm Parks Associates forecasts that PC in-game advertising will top $400 million by 2009. The firm points out that publishers haven't leveraged the medium the way they have with TV. The research also found some interesting differences in how varying demographics perceive in-game ads. Market research and consulting firm Parks Associates has released new research, as presented at the Game Advertising Summit that took place on June 9 in San Francisco, that seems to echo the findings we've read from other research firms—namely that the in-game advertising sector is still a fledgling market and has serious potential for growth. eBay Adcontext – eBay strikes back with Google by using Contextual Advertising with Affiliate Marketers
Bloggers will consider looking at the new affiliate program that eBay will offer soon. It is a contextual based advertising that uses keywords to determine the ads which closely mirrors Google Adsense advertising. The new program by eBay is called Adcontext and gives people with websites and blogs another opportunity to make advertising revenue. Advertisers with the eBay Adcontext program will have to pay a price for the chance to advertise their goods. The good news is that bloggers can add easily onto their site. Advertisements that relate to the context of the post will generate interest in the eBay products for sale. (BestSyndication)

Newspapers team up against Internet firms for ad revenues
WHERE TO PUT THE AD? Web sites continue to attract classified ad placements, which account for more than a third of revenues for newspapers. Not to be left in the dust, newspaper companies are forming alliances and seeking to buy online properties. (Justin Sullivan/Getty Images)LOS ANGELES—For the past decade, newspapers have seen their help-wanted advertising under siege from online rivals. Now, as the Internet begins to eat into automotive and real estate classifieds as well, newspapers are fighting back. Classified advertising accounts for more than a third of revenue at newspapers, which until recently didn't want to accept that advertisers are increasing their spending on the Web, which is better suited to connecting individuals and delivering up-to-the-minute information. NAA Mid-Year Media Review Line Up
Since Wall Street has been giving newspaper stocks the cold shoulder, this year's Mid-Year Media Review should prove insightful. Hosted by the Newspaper Association of America, newspaper executives will descend upon New York next week to pitch financial analysts and investors on their companies' forecasts for the second half of the year. Don't expect McClatchy. The company is not in the lineup for Tuesday June 20 or Wednesday June 21. However, the company's Vice President of Interactive Media, Chris Hendricks, will be speaking on a panel scheduled on Tuesday afternoon on how newspapers can attract Internet ad dollars. Executives from the Tribune Co. and The New York Times Co., -- two companies with ornery shareholders -- are scheduled to speak on Tuesday at 9 am and 3 pm respectively. Other companies that will participate include Belo, Lee Enterprises, Gannett, The Washington Post Co., and Dow Jones. (Editor and Publisher)

Employers' Hiring Plans Steady
Thirty-one percent of employers say they expect to add to their payrolls during the third quarter of 2006, according to a quarterly survey of 16,000 companies by Manpower, Inc. Six percent of respondents said they would reduce staff levels and 56 percent said they expected no changes. Employers' hiring outlook in the Manpower survey has remained steady for more than 2 years"Having reached this extended plateau, it is unlikely that we will experience any major swings, negative or positive, in the job market until employers see a dramatic change in demand for their products and services," says Jeffrey A. Joerres, Chairman & CEO of Manpower Inc. (HR.BLR.COM)

Online job board will close
Steep costs and competition from the private sector are causing the U.S. Department of Labor to shut down its national online job board. The Web site, .us , is being phased out and will stop operating in June 2007. The decision does not affect www.usajobs.gov . That job board, operated by the U.S. Office of Personnel Management, will continue. The difference in the two job boards is that the Labor Department's site, known as America's Job Bank, made it possible to search for government jobs at the state and local level. The www.usajobs.gov site focuses on federal postings. (KansasCityStar)

Deep Release:
The Biggest Raise at the Mid-Management Level in BLR's 2006 Exempt Salary Survey: A Big Surprise

A new group of salaried employees will earn the biggest pay increases in 2006, according to the latest salary survey from Business & Legal Reports, Inc. BLR has just released its 2006 Survey of Exempt Compensation, and the biggest pay raises will go to a group of heretofore unsung heroes, Purchasing Managers. They will earn the highest average 2006 raise (9.35%). Following closely on their heels are Advertising Managers (8.22%) and Administrative Services Managers (6.99%).

Compensation.BLR.com conducted BLR's greatly expanded annual salary survey in early 2006. Pay rates for the average exempt worker (employees not eligible for overtime) will increase 4.0% in 2006 -- just under the 4.1% cost of living index in 2005. Only one position, Wholesale and Retail Buyer, will show a salary decline in 2006 (down 0.19% to $43,192).

Unlikely Rock Stars

"This year's top gainers are very different," commented Catherine Moreton, BLR's compensation editor. "We theorize that globalization pressures are forcing companies to focus on improving their cost structures, making purchasing managers the unlikely new corporate rock stars. Likewise, marketing and promotion managers will be amply rewarded to increase sales and market share."

Health care to see healthy pay increases

Middle managers will see healthier raises than lower level employees. Shortages of healthcare workers mean they can continue to expect "healthy" raises: Two of the top salary increases in this year's survey were for Pharmacists (up 5.44% to $89,230) and Registered Nurses (up 4.96% to $54,914). Engineers and non-management computer positions, big gainers in past years, will see relatively anemic pay raises.

Greatly Expanded Salary Surveys for 2006

BLR's 2006 survey has a number of significant improvements from previous years. It now has national salary data on 100 jobs, the number of industries has increased from 8 to 25, and many more state and metropolitan areas are included.
