PILOTS have criticised a move by Qantas to begin advertising Jetstar positions internationally, warning it is another attempt to send the company's core functions offshore. Australian and International Pilots Association (AIPA) vice president Jeff Lunt today said advertisements had appeared on the international industry website Flight Global. (The Advertiser)

China:
Millions of graduates facing unemployment

China will face serious employment difficulties during the next two quarters with 60 percent of new graduates facing unemployment, according to a report published by the National Development and Reform Commission. The number of graduates will increase by 22 percent over the previous year to reach 4.13 million while the job market can only soak up 1.66 million new graduates, down 22 percent on the previous year. Is Kenexa Eyeing Workstream? (KNXA, WSTM)
We spoke recently about Kenexa (NASDAQ: KNXA), a human capital management solutions provider which went public last year and is quickly capturing the hearts of analysts across the Street.

The Industry
We like Kenexa because although it is losing money, it operates in a fast growing space: According to the Bureau of Economic Analysis, more than half of US GDP is spent on human capital. The human capital management market is expected to grow rapidly for the next few years as older, technologically obsolete modules & systems are replaced by up-to-date, automated hiring process platforms. The web is helping forge a footloose population into a true community.
For the past 13 years, Scotsman Mark Devlin has been building up a miniature publishing empire targeting English-speaking foreigners in Tokyo. His flagship has been Metropolis, an 80-page glossy magazine that delivers its menu of program listings, stories about life in the city and ads to some 67,000 readers each week. Lately, though, the real growth in Devlin's business is coming from his company's Web site, crisscross.com, which uses news stories to lure expats into dialogue with each other. Devlin's strategy is to transform that budding social network (100,000 registered users at last count) into a powerful tool for getting to know his readers' interests and desires. "It's all been driven by demand from our readers," he says. "People ask you for something, and you say, 'Oh, that matters'." (Newsweek)


Books can inspire job seekers
30 years later, 'Parachute' is still a handy source
Dianna Tingg had just finished a London internship and was living with her parents in Seattle. She needed a job but didn't know what career to pursue. So she turned to a 36-year-old guide, "What Color Is Your Parachute?" "The book was very inspirational to me because it helped me realize what I wanted to do and where I wanted to do it," said the 26-year-old, who applied for 20 public relations jobs in New York. She posted her résumé on Craig's List, was contacted the next day by her current boss, bought a ticket to Manhattan, crashed on a friend's air mattress and landed the job at a small PR firm. Microsoft Corp. is heading in a new direction! Why, it's just like deja vu all over again. The company that seemed to have the weakest name imaginable when it was founded in the mid-70s--our product is not big, it's "micro," and it's not tough, it's "soft"--is apparently going back to the first page of its playbook. This page would contain the play in which it operates on the premise that first you miss out on a huge new development Then you make up for lost time by either buying a competitive product or reverse engineering one, then run everyone else out of business through brutally effective business and marketing discipline. DOS, then Windows, then Office, then Explorer. Other attempts with MSN and .NET. A real battle with Real Networks. And numerous other, smaller skirmishes too numerous to mention in a single article. Segue quickly to the present moment, and the latest battle is with Google and Yahoo in the land grab for the great, new search frontier. A major shot was just fired with AdCenter, an online ad platform, which an Information Week report referred to as "a milestone in the company's struggle to catch up with Google Inc. and Yahoo Inc. in the multi-billion-dollar search advertising market." List of Web 2.0 Lists
As a Web (2.0) consultant and analyst (about me), I track a variety of market segments and products. Luckily for me, nowadays I don't have to do as much grunt work on gathering high level product data as I used to. There are a plethora of product lists and data about web 2.0 companies on the Web now, unlike 12-18 months ago when I had to track it all down myself. Of course my job as a researcher and analyst is to go much deeper than the high level product data - I then need to turn it into practical insights, recommendations, knowledge, etc. (Read/Write Web)

Smaller Companies Join The Outsourcing Trend
Fixed Costs Are Expensive, Oversight Can Be Difficult,
Two years ago, executives at Subrogation Partners LLC of Connecticut outsourced some paperwork-processing tasks to India. That is hardly unusual. But Subrogation's size is: It has about 90 employees. Tapping cheaper labor overseas isn't just for large companies anymore. The spread of low-cost technology makes it easier for smaller companies to take advantage of the savings and flexibility, especially in places where big companies have laid the groundwork with labor practices and infrastructure. Microsoft to double Hyderabad workforce
Microsoft India will double its workforce at Hyderabad and is recruiting people of Indian origin in the US to work here, according to Rebecca DuBose Ward, Director, Intellectual Property & Licensing, Microsoft India (R&D) Pvt Ltd.  Addressing an Indo-US seminar and workshop on IPR enforcement, she said that the company was planning to double the numbers of employees at its software development centre in Hyderabad, where it employs over 800 people.  The company was also working at reversing the brain drain and recruiting people of Indian origin to work here. B-schools look up for talent search
Campus recruitments may be over for the prestigious Indian Institutes of Management (IIMs), but nearly 70,000 jobs are still up for the asking in Bangalore's IT sector alone. With the cut-throat battle for grabbing the creamy layer from the B-schools, companies are now embarking on new age campus recruitment. They are using satellite to spot talent. This is how six big companies are connecting with engineering graduates across Karnataka.  Visvesvaraya Technological University (VTU), the governing body of 120 engineering colleges in Karnataka, is using satellite to connect companies with rural students. New Zealand:
Police recruitment criteria putting off Asians
Former police inspector turned mayor of North Shore City wants the criteria for entering the police force relaxed for ethnic minorities. All areas north of Taupo are experiencing police shortages and George Wood says unless police change their stance towards certain groups in the community, they will continue to find it difficult to recruit staff. Mr Wood has attended recruiting seminars aimed at the Asian community but says they are deterred by the physical criteria. He believes recruitment should be from the area where there is the most need, as he would rather see officers employed who will stay in Auckland and not head home at the first opportunity. US:
Federal fraud trial takes aim at Chicago's patronage system
Prosecutors plan to argue that hiring records were quietly shredded to keep federal investigators from learning who used political clout to get jobs on Chicago's city payroll.  Officials allegedly laughed among themselves about the idea of throwing the storage drive of a city-owned computer into Lake Michigan to keep it out of government agents' hands.  And a former personnel director at the city's sewer department told prosecutors that her predecessor left her to "deny everything" if asked about hiring practices. (WQAD)

Recruiters: Second foray into Michigan was a success
Engineers, mechanics and health care workers were among the people who attended three job fairs in Michigan aimed at recruiting that state's skilled laborers to the booming oil, gas and coal fields of Wyoming. Ruth Benson, marketing director for the Campbell County Economic Development Corp., called the job fairs earlier this week in Saginaw, Grand Rapids and Kalamazoo a success. "Employers were doing flip-flops about the quality of workers who showed up," Benson said. (mlive)


Recruiters eager to hire at job fair
Recruiters were anxious to hire college graduates and others seeking employment during last week's East Valley Job Fair.
The event took place at the East Valley Institute of Technology in Mesa and featured 64 employers.  Inez Browning, a recruiter at financial services giant JP Morgan Chase, was recruiting for the Chase Cardservices call center at University Drive and Mill Avenue in Tempe. (East Valley Tribune)



Recruiters add to incentive lists
With nurse shortages plaguing the nation in recent years, Greater Cincinnati health care organizations have upped the ante on recruitment. Organizations are luring nurses with everything from hiring and relocation bonuses to scholarships and more flexible scheduling.  Instead of concentrating on taking nurses from each other, many area health-care organizations now also center their recruitment efforts on increasing the supply of nurses in the area, said Debbe Endres, corporate vice president of human resources at the Health Alliance, which is composed of six local hospitals and the physicians of Alliance Primary Care. For Indiana's economy: gain or drain?
Impact on wages and social services is at heart of debate on cost of influx
Gregorio, an illegal immigrant from Guatemala, and Sherby Washington, a Hoosier native, have at least one thing in common -- falling wages. Both work long hours in industries that have seen wages decline slightly in recent years, industries that also happen to employ a lot of illegal immigrants. Both feel the sting of that reality. Gregorio, 41, who asked that his last name be withheld because he fears deportation, needs to work 10-hour days as a siding installer in Central Indiana to make enough to support himself and send money home to his family. U.S. ‘brain jobs' now going overseas
To retired physicist John McConnell, a threat much larger than al-Qaida now looms over the United States.  "There's another threat: Where are we going in terms of our jobs, our minds, our kids?" said McConnell, who has spent 14 years mentoring Ryan Patterson.  McConnell believes the U.S. has lost or will lose its global edge in science and creative intellect. A new-media world : Variety of new sources challenge old-line news gathering
A generation ago, a $1 billion deal in which two of the region's top three newspapers were swallowed by an out-of-town national chain would have been devastating to the communities they covered and howled at by media watchdogs. The howlers are still upset by a complex deal that, along with the exchange of other properties, would result in the sale of the Contra Costa Times and the San Jose Mercury News to MediaNews Group of Denver. The concern is heightened because MediaNews, which already has a string of Bay Area dailies and nondailies, would control 43 papers extending across the Bay Area. (SFGate)
