Hewitt eyes investment consulting
Hewitt Associates, better known locally for its HR and actuarial services, is eyeing the investment consulting market, potentially posing a fresh threat to incumbents such as JANA, Watson Wyatt and Mercer. While Hewitt has been running a local HR operation for 10 years, it only started providing actuarial and investment-related services 18 months ago. The group hit the headlines last July when it scored the mandate to provide investment consulting services to BHP Billiton, a $1.8 billion 15,800 member superannuation fund. (Financial Standard)


IT job market strong, telco job market recovering
Employment expectations in the Australian IT and telecoms sectors are looking stronger for the June quarter, according to a new report released yesterday. The Report Employment Expectations figures from recruitment firm Hudson surveyed more than 8,000 employers nationally and showed that 46.2% of IT employers plan to increase permanent staffing levels, compared to 7.4% who intend to reduce employee numbers, resulting in a net effect of 38.8%. In the telco sector, 40.4% of employers plan to increase permanent staffing levels, compared to 18.4% who intend to reduce employee numbers, resulting in a net effect of 22.0%. (ITWire)

Major Flaws in Many Applicant Tracking Systems
Although measuring candidate sources is vital, most ATS's fail to make the grade. Many companies are using applicant tracking systems (ATS) to find top job seekers faster and improve hiring efficiency. But many of these systems do not accurately record which job boards are sending quality candidates to their clients, says the world's largest alliance of employment Web sites, Nicheboards.com. Companies who rely on applicant sourcing reports that are often hopelessly inaccurate may make online recruiting decisions that end up lowering the number of quality candidates they actually receive. Recruiters: Japan's migration law forcing entertainers to go illegal
CONSTRICTED labor processing to Japan has displaced Filipino entertainers who, according to their promoters and recruiters, are forced to engage in illegal activities to ensure they can still work in that country. "Arranged or fixed marriages become rampant now. While they (OPAs) are still in Japan, they are already paying much amount of money to their prospective husband to marry them in the Philippines so that they can go back there to work," said Cristy Gatchialian, president of the Philippine Entertainment Exporters and Promoters Association (Peepa). Wall Street Journal sees 13% more ads
The Wall Street Journal saw a 13% rise in advertising linage in the first two months of the year, the head of Dow Jones & Co. said Wednesday, but it wasn't enough to raise first-quarter earnings estimates. (NYBusiness)


Auto engineers are in demand, jobs experts say
Automotive engineers remain in demand, despite this week's announced layoffs at General Motors Corp. Just this week, Hella, a German manufacturer with a facility in Plymouth, Mich., announced it plans to hire 50 new lighting and electronics engineers before the end of the year. Ironically, Hella needs the new talent because it's picking up more business from General Motors, and Ford Motor Co. chose it as a strategic supplier for exterior lighting. (MenaFN)

Many companies find it makes business sense to hire back laid-off workers, even if job is different  Julie Runyan never imagined going back to the insurance company that laid her off from her human resources job about a year ago. But Monday, Runyan said she found herself returning to the company's offices for her first day of work. She filled out paperwork in the same human resources office where she had worked for 12 years, this time taking a "new" job as a business analyst. (Baltimore Sun)


Uncertainty is over for some; others await fate

He knew what was happening. Crutchfield, 56, an engineer at General Motors Corp.'s proving ground in Milford, was told he was being fired after 22 years at GM. (DetroitNews)


THE REAL REASONS VENDORS ARE MOVING TO OPEN SOURCE MODELS
Everywhere you look today, vendors are embracing open source. IBM, Computer Associates International Inc., Hewlett-Packard Co., Sun Microsystems Inc. and many other industry heavyweights have contributed large bodies of code to the open source community. Oracle has purchased two open source software companies in recent months. Even Microsoft is cozying up with JBoss Inc. and SugarCRM Inc. to improve interoperability with Windows. In addition, dozens of small companies have moved their products into the open source domain over the last couple of years. (CIO)

IBM asks recruiters for refund

IBM has served notices to a dozen of its hiring agents in the country demanding refund of the professional fees and service taxes for the years 2003, 2004 and 2005. This follows the company's move to sack scores of employees who were sourced through these firms and who were found guilty of fudging their CVs. (Economic Times)


Deathly demographic warnings for India

Beware Of Bogus Job Recruiters, Warns M'sian Envoy
Malaysian High Commissioner to Singapore Datuk N Parameswaran has advised Malaysians seeking jobs in Singapore to check carefully the background of the recruiting agents to avoid being cheated. He said that there had been an increasing number of Malaysians, most of them from Sabah and Sarawak, who came forward to the Malaysian High Commission office to seek help, claiming they had been cheated by recruitment agents. UK:
More jobs and better salaries for MBAs in 2006
MBAs graduating in 2006 will find that there are more jobs on offer and salaries are rocketing, according to the latest recruiter survey from GMAC (the Graduate Management Admissions Council), owners of the GMAT test.  Respondents to the GMAC survey said they intended to recruit 18 per cent more MBAs than last year. With bonuses included, the average MBA graduate can expect a package worth just under $100,000 this year, according to the survey. (FT)


RAE demands action to address skills shortage
A shortage of skilled engineering graduates is damaging the competitive position of UK firms through increased recruitment costs and delays in new product development, a new survey warns. The Royal Academy of Engineering and Henley Management College surveyed 400 UK engineering companies including well-known brands such as Ford, IBM and BP. More than one third cited skills shortages as a major concern and the report calls for an urgent overhaul of UK engineering undergraduate education. (ResearchResearch)




US:
Mainland Recruiters Interview Honolulu's Police Officers

Washington state police recruiters arrived in Honolulu to try to lure away Honolulu Police Department officers. The Federal Way Police Department said it decided to recruit on Oahu when it found out officers were unhappy with the switch away from a schedule of three days a week on 12-hour shifts. That change is set to take place this summer. Officials from Federal Way will be at the Ala Moana Hotel for the next two days, interviewing Honolulu officers for 16 openings. (Hawaii Channel)


What's driving the surge in Latino immigration?
Serious economic problems in Latin American countries, exacerbated by inadequate expenditures on education and health care. These are key factors in social mobility. Although NAFTA has been a net plus for Mexico, its leaders tolerate rampant corruption, even as they shy from busting the private monopolies and oligopolies that impede competition in the domestic economy. Inadequate tax revenues for social spending constitute a serious problem as well. When oil earnings are excluded, Mexico collects only 9% of its gross domestic product in taxes. That's on a par with Haiti, a social and economic basket case. And Mexico is wondrously endowed with natural and human resources. (VAGazette)


An inventory of skills helps in identifying gaps
Why are companies increasingly going for competency assessment techniques? It is the skills and competencies developed by the organization that determines how it does its business and whether it will succeed. This is especially true in the IT industry where technical skills form the core of the business. A skills inventory is essentially a checklist or database of organizational capabilities that can help corporates determine whether it can deliver a particular product on time or service the client efficiently. In other words, an inventory of skills helps in identifying gaps in competencies, and initiates remedial action. (CXOToday)


Attracting the Passive Candidate
Even with the newest and latest Internet search strategies available, the passive candidate, someone who's employed and not surfing the web looking for new opportunities, remains an elusive, yet highly desirable commodity. College Interns Solving Summer Housing Problems
InternNation helps connect college students, enabling them to find sublets for their current apartments as well as housing and roommates for this summer.   A recent study released by Vault.com shows that almost 9 out of 10 (86 percent) college graduates reported completing at least one internship. This summer, many students will intern away from home, living in unfamiliar cities across the country. For these college students, securing an internship is only half of the problem; they still need to find housing, roommates, friends, and activities.

Many Boomers May Have to Rethink Retiring Before Becoming Senior Citizens
Boomers planning to retire before officially becoming senior citizens at age 65 may be rethinking this strategy, according to a new study, that indicates they may have to wait a little longer. Aon Consulting surveyed 1,071 U.S. employers and found that 39 percent believe half or more of their workforce will not have enough savings to retire between the ages of 62 and 65.


"Employees face a broad array of retirement plans offered by their employer, with different availability based on job type and when an employee was hired," said Chris Bone, executive vice president with Aon Consulting.

"Today more than ever, employees control their retirement future, a responsibility that can't be taken lightly. Increasing life expectancies, multiple job changes and greater diversity of family resources in retirement, make it critical that workers start saving earlier and take full advantage of employer-provided retirement resources."

In addition, this study shows that 74 percent of organizations with 401(k), 403(b) and 457 plans say half or more of their employees contribute to these plans.

However, only 19 percent of these companies believe their workers truly understand how to invest in plan assets. Meanwhile, 63 percent say their workforce has some understanding of defined contribution investment principles, but 18 percent of employers believe their workers have little or very little knowledge on the topic.

Despite having many employees facing retirement challenges, few companies are modifying their retirement plan designs, according to the Aon Consulting study. In fact, only 20 percent of companies are actively reviewing their retirement plans, while 80 percent are not considering near-term changes.

Moreover, even though 76 percent of organizations believe retirement education is important, very important or absolutely critical, just 1 percent say financial or retirement planning information is communicated to employees on a regular basis.

"While most employees realize they should save more for retirement, the problem is they don't know how much more," said Bill Crawford, senior vice president with Aon Consulting.

"Workers are left to interpret well-meaning, but nonspecific, retirement information, based on their own circumstances, which is a process that paralyzes many. Companies need to ensure this information answers the basic questions all employees ask, such as: How much do I need? How much will I have? Am I on track? If I am not on track, what can I do to change? Once equipped with this information, employees are prepared to start a financial plan."

Employer Contributions

This study also shows that 85 percent of organizations make contributions to employee 401(k), 403(b) and 457 plans to a certain level. In fact, 29 percent of companies offer a 100 percent match on employee contributions, while 7 percent provide a 75 percent match and 39 percent of employers match 50 percent of employee contributions.

The level to which companies provide a match varies, based on employee contribution. More than 40 percent of organizations match employee contributions of 6 percent or more of pay, 16 percent match pay contributions between 5 percent and 6 percent, and 18 percent of companies match employee contributions between 4 percent and 5 percent of pay.

"Company matches can be significant, representing tens of thousands of dollars over time, so it's critical that employees understand their company's retirement plan design and know what's needed to take full advantage of the matching contribution," said Bone.

This study also reveals the following.

● The most popular retirement plans employers offer include 401(k) (63 percent), defined benefit (23 percent) and 403(b) (15 percent).

● Nearly 85 percent of organizations have 10 or more investment options in their defined contribution plans.

● More than 85 percent of companies allow for loans through their defined contribution plans.

● Nearly 90 percent of retirement plan participants use Web-based retirement planning tools.

● Fifty-eight percent of employers offer retirement plan participants personalized advisor-based retirement planning tools.

In January of 2006, Aon Consulting conducted its "National Employee Benefits Trends Survey" of more than 1,000 U.S. employers to examine 2006 employee benefit trends and determine what plan design decisions employers will make in 2007.
