The Human Capital Institute , a global professional association and educator in talent management strategies, and Bernard Hodes Group, a leading provider of integrated talent solutions, announced that Bernard Hodes Group will sponsor HCI's Innovative Talent Solutions learning and research track. The track is one of several topics addressed in HCI's Talent Leadership community of interest, a community HCI considers critical to organizations working to build competitive advantage.

Sacking fears as new laws kick in

MORE than 600,000 SA workers enter a new era of vulnerability this week, with predictions the first sackings under the new industrial relations laws will start tomorrow. But a leading business group says workers have nothing to fear. The Federal Government's controversial new WorkChoices legislation takes effect tomorrow, among other things abolishing unfair dismissal laws for firms with fewer than 100 employees. (Sunday Mail)

Connect employers and apprentices
Don't deport `honest' workers: Builder
I almost choked on my Cheerios when I read the quote by Silvio De Gasperis regarding the shortage of skilled labour in Canada. My son has been trying to start an apprenticeship as a plumber for weeks. From the runaround he's been getting, I can assure you there is no shortage of skilled help in this country. (The Star)

China:
Germany's SAP to invest 25 mln eur in China R&D in 2006
SAP AG said it will spend around 25 mln eur in research and development (R&D) in China this year, and will raise annual spending to 40 mln-50 mln eur by 2008 as the German enterprise software company expands its research presence here. Speaking to reporters in Shanghai, SAP executive board member Claus Heinrich said the company will be roughly doubling its China R&D spending while it triples its R&D employee base by 2008. (Forbes)

Online Ad Revenue Surges 23% At Times
ONLINE AD REVENUE AT THE New York Times Co.'s newspapers--including The New York Times, The Boston Globe, and Sarasota Herald-Tribune, soared last month, but ad revenue overall for the newspapers was nearly flat, the company said Wednesday. A surge in both online display and classified advertising fueled online ad revenues to rise 23 percent last month, compared to February 2005. (MediaPost)

Interview with Peter Karmanos Jr., Compuware Corp. chairman and CEO
[Editor's note: Some passages of this transcript contain profanity.]
Karmanos starts with a soliloquy on the woes of Detroits automotive companies: Of the top 10 companies in the world, 8 are auto-related. The only two that arent are GE and Wal-Mart. Four are auto manufacturers and four are oil companies. With General Motors, Ford Motor and half of DaimlerChrysler, 25% of 10 largest businesses in the world are based in southeast Michigan. I don't care what you do. You build all the life-science corridors you want, you talk about knowledge workers all you want, but you cannot replace that kind of firepower. If the state of Michigan wants to grow jobs, they have to make a more active push for the auto industry. (Freep)

If This Means No More Plaxo Emails, Great Neville Hobson
One of my (few) pet peeves is getting emails from people with the canned Plaxo message. I received another one just this morning:

I'm updating my address book. Please take a moment to update me with your latest contact info.
Thanks,
[Name]
P.S. I've attached my current information in a vcard. If you get Plaxo too, we can stay connected without the hassle of sending emails back and forth.

I'd say I've received 20 such requests during the past three months, some from people I have never met nor know, each one exactly the same. While I find such mass email contact mostly irritating - they indicate that you're just a name on an impersonal email distribution: no personal connection there at all, a bit like those canned LinkedIn requests - what really gets my goat is this final line in each of those impersonal emails: If you do not wish to receive update request emails from [Name], click here to opt-out. Trend of brain drain on reverse to India: Scientist
With many young Indian professionals returning home to a country increasingly seen as a land of opportunity, the brain drain from India is being reversed, according to a senior Indian scientist. RA Mashelkar, noted scientist and director general of the Council of Scientific and Industrial Research (CSIR), told the BBC Hindi service that a growing number of young professionals were returning home to be part of India's economic boom. "There was a time when nearly top 70 percent of the IIT (Indian Institute of Technology) pass-outs were going abroad, but the latest data shows that the percentage is down to 30. The main reason behind this is now India is being seen as a land of opportunity. (Hindustan Times)

Saturday business hours: Business matchmakers
If you have a rare and needed skill, Mary Moe and Elizabeth Davis will find you. The mother-daughter team runs The Quinlan Group, a recruiting firm for employers. At least, some people call them recruiters; other people call them headhunters. Moe said either term suits her just fine. Moe started the company 10 years ago in North Carolina after being a stay-at-home mother for 16 years. (Newsadvance)

Staffing Reserves
In 1984 Don Stallard had only his word and commissions to offer employees of Stallard, Schrier & Associates — no salaries, no benefits and no track record in the executive search business. Yet he was able to round up a handful of "misfits" to execute his vision, said longtime employee Amy Gerrity, who joined the family business in Rocky River two months after Mr. Stallard founded it. They started out finding permanent executive candidates for area companies. However, they soon branched into offering temporary clerical and office support personnel to clients under the name Office Reserves Group, an allusion to Mr. Stallard's military background. He had been an Air Force pilot. (Cleveland Business)

What Landscape Recruiters Look For
Michael Clark, an irrigation specialist from San Marcos, Calif., teaches an irrigation workshop as part of Career Days, where students can learn directly from professionals. It is not surprising that one of the most important parts of the Student Career Days is the career fair, but recruiters are looking for more than just how fast a student can plant a flower. "We're looking for students who have a degree in horticulture and who can sell," said Roel Ventura, concierge for the Los Angeles branch of Initial Tropical Plants. "We want students who have a business degree because it's a business." For recruiters, knowing how to sell and being friendly is as important, if not more important, than the knowledge and background of horticulture. (BYU News)

Help-Wanted Online Data Series Edges Down in February
There were 1,987,000 new online job ads posted in February, according to The Conference Board Help-Wanted OnLine Data Series. The February number represents a drop of 175,000 jobs (8.1 percent) from January, which was up sharply from December. January and February combined show that the average number of new online job ads for the first two months of 2006 is in line with the monthly levels in the late summer of 2005.

Adjusting the number of ads for the size of the labor force, there were 1.33 online job ads per 100 persons in the U.S. labor force in February and 1.44 in January 2006. This was similar to August 2005 (1.43) and July 2005 (1.32).

"The labor market picture remains a bit cloudy," said Ken Goldstein, labor economist with The Conference Board. "There are some bright spots where the job market may be picking up, but it's by no means a clear picture. Based on the online activity and other labor market indicators, it is hard to say that the job market is heating up. Consumers are growing increasingly concerned about the short-term health of the economy and their job prospects. In February, consumers' expectations for the economy and the job market over the next six months were down significantly, according to The Conference Board Consumer Confidence Index.

The monthly figures reported in the Help-Wanted OnLine Data Series™ are the sum of the number of unduplicated new first-time online job ads for each day of the calendar month. This new monthly series began in April 2005.

Regional and Metropolitan Area Results
The number of new unduplicated online job ads dipped in all nine census regions in February compared to the January level. The largest declines were in the East South Central (Alabama, Kentucky, Mississippi and Tennessee) and East North Central (Indiana, Illinois, Michigan, Ohio and Wisconsin) regions, down 9.1% and 8.9%, respectively. The smallest dip was 7.0% in the West South Central region which includes Arkansas, Louisiana, Oklahoma and Texas.

"Looking at individual metropolitan areas, there are some bright spots, especially on the west coast," said Goldstein. In the first two months of 2006, San Jose, San Diego and Portland all posted new online ad volume that was above late summer/early fall levels. Going across the country, other metropolitan areas showing relative strength in January-February include Minneapolis-St. Paul and Denver. "In the West South Central region, in addition to New Orleans, Oklahoma City, Austin and Dallas may be showing some strength. However, on the east coast, Washington D.C. is the only metropolitan area where this year's online ad volume hints at any strength compared to last summer's levels," Goldstein noted.

San Diego Tops the Nation in Online Job Ads
Adjusting jobs ads for the size of the local labor force, San Diego with 3.17 job ads per 100 persons in the labor force leads the way among the 52 metropolitan areas for which data is published, followed closely by Denver (3.04), and San Francisco (3.01). The lowest number of online job ads per 100 persons in the labor force in February was in Detroit (0.68), followed by Rochester, NY (0.87).

ABOUT THE NEW ONLINE JOB SERIES
The Conference Board Help-Wanted Online Data Series™ measures the number of new, first-time online jobs posted on more than 1,200 major Internet job boards and smaller job boards that serve niche markets and smaller geographic areas.
Like The Conference Board's long running Help-Wanted Advertising Index of print ads (which has been published since 1951), the new online series is not a direct measure of job vacancies. The level of ads in both print and online may change for reasons not related to overall job demand.

The Conference Board, as a standard practice with new data series, considers the estimates in The Conference Board Help-Wanted OnLine Data Series™ to be developmental. As a not-for-profit business research organization, The Conference Board is publishing the early months of this series for use by the media, analysts, researchers and the business community. Persons using this data are urged to review the information on the database and methodology available on our website and contact the economists listed at the top of this release with questions and comments.

Background information and technical notes on this new series are available on The Conference Board's website: . The underlying data for this series is provided by Wanted Technologies, Inc. CareerBuilder, Inc. provides financial support for the series.
