With data from more than 900 companies, Staffing.org just released the first comprehensive survey of how long it actually takes to fill positions. The study includes information from nearly 130,000 jobs and details the longest, shortest and average times to fill in seventeen industries. An earlier survey indicated only 8% of organizations accurately tracked recruiting time so this research will be a helpful planning and benchmarking resource. It also finally gives candidates a realistic idea of how long they can expect to wait before receiving an offer.

EuroZone:

  • Unbalanced workloads amongst European employees More than third of European employees are not working at their full capacity and could do more if there was enough work for them to do. In contrast, 28% feel that they are overloaded whilst just 37% stated that their workload is about right. These findings come from the most recent survey by online recruitment specialist StepStone, which covered more than 8,700 job seekers across eight European countries. (OnRec)

  • Don't Be 'Production Wise' But 'Performance Foolish'  An article entitled "Growing Talent as if Your Business Depended on It" recently appeared in Harvard Business Review. Its focus was on work-force development within the enterprise at large, but its message was especially applicable to corporate recruiting functions and staffing firms. Why? Well, to put it in the starkest possible terms, recruiting organizations are so focused on today's production -- meeting the requirements of the moment -- that they sometimes lose sight of the need to prepare recruiters so they can deliver the performance necessary to achieve that production and, no less important, sustain it.  (CareerJournal)

     
  • WHO Stops Hiring Smokers  The World Health Organization has a new hiring policy that will reject all applicants who smoke, the Associated Press reports. (hr.blr.com)


India:
  • ING Vysya Bank employees to go on strike on Dec. 26  Demanding recruitment of clerical staff and officers on a permanent basis, All India ING Vysya Bank Employees' Union and All India Vysya Bank Officers' Association have planned to go on a day's strike on December 26.  Briefing newsmen here about the strike, Employees Union General Secretary K J Ramakrishna Reddy, and Officers' Association General Secretary R Govardhana, said the management was not recruiting clerks, subordinate staff and officers on a permanent basis to perform "regular and perennial" works. (The Hindu)

Ireland:
  • Equally angry on two fronts Equality body slammed by both DUP and Sinn Fein THE Equality Commission has come under fire from unionists and republicans over its findings on the religious make-up of Northern Ireland's public and private sector workforces.  Chief commissioner Bob Collins was accused by Sinn Fein of underplaying Catholic disadvantage in his organisation's latest report.  But he was also accused by the DUP of being too slow to address the under-representation of Protestants.  According to the Equality Commission's 15th annual report on the religious composition of the monitored workforce in 2004, the proportions of Protestants and Roman Catholics were 57.7% and 42.3% respectively. This matched the proportions of Protestants and Catholics available for work which was 57.3% and 42.7% respectively. (Digital Telegraph)
     
  • Religious Imbalance Gone From Workforce The religious imbalance in the Northern Ireland workforce has all but disappeared, the Equality Commission claimed yesterday.  Catholics are less likely to be underpresented in the workforce today than when monitoring began in 1990.  However, there are areas of the public and private sectors which continue to be under-represented by both communities.  The report published yesterday shows that overall Protestants make up 57.7 per cent of the workforce, and Catholics 42.3 per cent. Jordan:
  • The need for a reliable national database for human resources  As it is widely known and widely publicised, Jordan's main asset is its human resources. For Jordanian families, poor and rich alike, education is a priority. The number of those who continue their professional and university education (at both the undergraduate and graduate levels) is significantly higher than in many countries in the region, and in many in the world. There is an abundance of qualified Jordanians who serve and work not only in the country, but also in the region where Jordan is both a provider and exporter of skilled human resources in many much-needed sectors.

    Whenever there is a gap in the local and regional markets, Jordan acts fast to fill it, and fill it effectively and ably — it should be emphasised, in this context, that Jordanians are much sought after in the workplace, both locally and regionally. An example of this ability is the ICT sector. A few years ago, there was a dire need in the country for many key specialisations in the information, communications and technology sectors; today, there is a surplus. And there are many other examples pertaining to business, languages, engineering, medicine, dentistry, pharmacy, nursing, agriculture, etc. (Menafn)

  • HIV/ AIDS denies Africa a productive workforce  The 14th International Conference on AIDS and Sexually Transmitted Infections in Africa ( ICASA), hosted by Nigeria comes to end tomorrow. It is appropriate for us to remind stakeholders in the world of work of their responsibilities with regards to the prevention of the spread of the HIV/AIDS and our attitude to those living with the virus. US:
  • America's New Un-Retirees: Finding Jobs Past Age 65  The oldest baby boomers turn 60 next year. Modern medicine is prolonging their life spans. The weakness of public and private pension plans is ever more obvious.  So experts predict many more people will work past age 65 -- for their own good and the good of the societies in which they live. This sounds logical. In the U.S., after all, more than half of today's 65-year-old men can expect to live beyond 81.5, and more than half of today's 65-year-old women can expect to live beyond 84.5. Quitting at age 65 may be unaffordable.  But will they want to work? And will employers want them?  (CareerJournal)
     
  • Sheriff Offering Unique Recruiting Incentive  It's no secret the military is having a hard time find good recruits. So are police departments across the country, including those in the Puget Sound Region. But the King County Sheriff's office has come up with a unique incentive. "We are offering 40 hours of vacation if you recruit somebody who comes to work for us and makes it through the hiring program," says Sgt. John Urquhart. (komo news)
     
  • A different police duty: recruiting: Cop shortage prompts sheriff's office to offer bonus for finding a hire  Down 75 deputies, the King County Sheriff's Office is offering its employees a week's paid vacation if they recruit a deputy.  And the Kent Police Department is considering a similar strategy to fill its nine open officer positions.  ``All police agencies in the Northwest and across the country are having difficulty hiring new police officers,'' said Sheriff's Sgt. John Urquhart. ``We are no different, and the recruiting incentive is designed to get our 700-plus deputies out there recruiting new people.'' (KingCountyJournal)
     
  • Supreme Court to Decide Reach of Anti-Retaliation Law The U.S. Supreme Court has agreed to hear a case testing the definition of retaliation under federal nondiscrimination law, Reuters reports.  The court will be asked to define what constitutes an "adverse employment action" that is prohibited against employees who complain about discrimination and to decide whether job transfers fall under that definition when there are no changes in pay or benefits. CHANGING WORK BEHAVIOR OF MARRIED WOMEN

One of the most dramatic developments in the United States since World War II has been the increasing labor force participation of women, says the National Bureau of Economic Research.

Whereas in 1947, 31.5 percent of women and 86.8 percent of men were in the labor force, by 1999, women's labor force participation had roughly doubled to 60 percent, while men's had fallen moderately to 74.7 percent.

Using the March 2005 Current Population Survey (CPS) data, researchers Francine Blau and Lawrence Kahn investigated married women's labor supply behavior from 1980 to 2000.

They found:

Married women's labor supply function for annual hours shifted sharply to the right in the 1980s, with little shift in the 1990s.
In an accounting sense, this is the major reason for the more rapid growth of female labor supply observed in the 1980s, with an additional factor being that husbands' real wages fell slightly in the 1980s but rose in the 1990s.

Moreover, a major new development was that during both decades, there was a dramatic reduction in women's own wage elasticity and women's labor supply also became less responsive to their husbands' wages.

Between 1980 and 2000, women's own wage elasticity fell by 50 to 56 percent, while their cross wage elasticity fell by 38 to 47 percent in absolute value.
These findings have implications for the national debate over supply-side tax policy -- tax cuts aimed at encouraging more work. If married women's labor-supply elasticity has declined, then the potential for marginal tax rate cuts to increase the labor supply is much smaller now than 20 years ago, since tax rates were much higher then as was married women's labor supply responsiveness, say the authors.
