The American Red Cross has an immediate need for groups of 50 Staff Relations Associates to work in two-week cycles at their disaster center, at this time primarily in Baton Rouge. These are VOLUNTEER positions, which require basic employee relations skills.  Associates will act as liaisons and ombudsmen for the paid and volunteer Red Cross staff who are directly providing services to those displaced by Hurricane Katrina.

FRIENDS Reunited, the website that has helped millions of nostalgic thirty- and forty-somethings get back in touch with their schoolmates, could soon be up for sale, making millions of pounds for the husband-and-wife team which created it.  The website, which boasts 12 million registered members - about half the UK's adult online population - last night confirmed it was talking to a number of potential bidders, including media and internet groups.

Survey Sez
A majority of job sites showed a downward trend relative to overall rankings of other Internet sites during the past month, according to recent Alexa rankings published by TopJobSites.com.  61.3% percent of job sites are showing a ranking decline and only 38.7% of job sites show a ranking gain.  The TopJobSites.com Ranking Index was down 1.64% overall.

Australia:

  • An Australian Bureau of Statistics report showed total employment rose 32,600 to a seasonally adjusted 10.067 million in August, better than the flat result expected by the market. The unemployment rate was a seasonally adjusted 5.0 per cent in August, steady from the unrevised 5.0 per cent in July. AMP Capital Investors chief economist Shane Oliver said the jobs market continued to chug along at a solid pace.  "High commodity prices are driving the strength in employment," Dr Oliver said. Canada:
  • Early retirement, the cherished dream of many baby boomers, could soon fall out of fashion as Canada faces the reality of a looming labour shortage that will make older workers a sought-after commodity. (LondonFreePress)


China:
  • China continues to have a surplus labor force but is plagued by an unhealthy labor-capital relationship, top researchers say. However, Xie Fang, deputy director and a researcher with the Institute of Population and Labor Economics at the Chinese Academy of Social Sciences, points out that nation may experience a shortage of labor in the near future due to a lower increases in population growth among laborers in recent years. According to Xie, future labor force shortages may drive the country to become more reliant on rural migrant laborers to pump impetus into domestic economic growth. Consequently, the unobstructed transformation of the labor force from rural areas to urban areas will become an even weightier obstacle on the road to the nation's successful development.   • China has been working on an employment bill in a bid to address increasing discrimination on grounds of gender, age and official place of origin in the country's job market. China Business News reported on Tuesday that an official from the Ministry of Labor and Social Security, Dang Xiaojie, said that the bill has been in progress since the second half of 2003 and has been sent, for review, to various ministries and provincial governments in the country before being reviewed by the State Council, China's cabinet. India:
  • Does India, like the US, face a shortage of IT manpower?
    In terms of numbers, we are self-sufficient. However, the quality of manpower will be a cause of concern in the future, if not now. We need to improve the quality of IT education in India and expand.

    Isn't NASSCOM's plan to create a national skills registry of IT employees a breach of privacy?
    The registry will contain only such information of IT employees — like educational background, date of birth —that is in the public domain. We are only trying to keep data in a common physical location to prevent falsification and misrepresentation. The registry will be administered by a credible third party body: the National Securities Depository Ltd (NSDL). (DelhiTimes)

  • The heyday of newspapers was in the late 19th century, as expanding literacy combined with the development of the steam-driven rotary press, a market economy and wood pulp-based newsprint to make the mass circulation penny press possible.   • With its recent move to give away classified ads, the San Diego Union-Tribune marked its territory as the France of the newspaper industry, a real trailblazer when it comes to surrendering.  Faced with Internet upstarts like craigslist and eBay, the paper's crack team of big-thinking executives threw their hands up in the air and waved the white hankie on their way to Starbucks. By giving away three-line ads to individuals, they decided it was better to beg for mercy, becoming the first semi-major metropolitan newspaper in the country to take the "We give up" approach.  Of course, giving up is helluva lot easier than fighting and coming up with new ideas, especially with football season coming up. Instead, the U-T decided to toss in the towel in the fifth round, hoping that free classifieds will make the paper beloved again, a move labeled as "bold" by an industry analyst. (SanDiegoCityBeat)


Japan:
  • Beginning from 2007, Japan's birthrate will start to decline when most of the post-war "baby boomers" reach retirement age. This demographic transition will mean that by 2050, Japan's labour force could fall to 46 million, about 20 million less than the present 66 million. This drop in population and specifically the workforce will seriously impact Japan's position as one of the world's economic powerhouses. Kusaka said in the midst of an expected declining labour force, it would appear that the authorities would have to attract women back into the work force or even engaging the elderly by extending the retirement age.   • Since 2003, the economy has brightened, fueled by corporate cost cutting and surging exports to China's roaring manufacturing sector. The economy also has been aided by Mr. Koizumi's policies. Following a bank-cleanup package in 2002, bad loans now are less than half their 2002 total of 52.4 trillion yen ($479.92 billion). Unemployment has fallen to 4.4 percent from a 2002 peak of 5.5 percent. The economy expanded 2 percent in 2003 and 1.9 percent in 2004, and economists are expecting similar growth this year.

    Still, Japan's fast-aging population and declining birthrate are causing a long-term decline in the size of the total work force. With fewer workers, the country could find it hard to grow.   • Many companies founded during the dot-com boom were started on a single principle - that newspapers were on the way out and soon we'd get most of our news via the internet.   • The need to reverse Pakistan's brain drain was being felt for a long time.  As steps are being taken by Higher Education Commission in extending academic opportunities, careerpakistan.org has brought in a unique programme of ‘Reverse brain drain' with a holistic approach to assist overseas professionals find an appropriate career in the country. Russia:
  • Demographic forecasts say the Russian population will decline by two million, or 1.4% by 2007 as compared with the figure in 2004, an official in the Ministry of Public Health and Social Development said Wednesday.  Speaking at a conference on migration in Baku, the capital of Azerbaijan, Tatyana Savitskaya said: "Russia will have to accept more than a million migrants a year to make up for the steady and fast decline in its population." Thailand:
  • Prosecutors investigating a Thai laborers riot in Kaohsiung on Aug. 21 won a court order yesterday to detain the top executive of a human resources management firm and his wife for questionable financial dealings. (ChinaPost)


UK:
  • Recruitment in the IT industry has slowed for the first time in 18 months, according to research from e-Skills UK. Online and print recruitment advertising fell by five per cent during the first three months of this year, and the number of technology jobs registered with Jobcentre Plus also dropped. (Computing)
     
  • The Fresh Talent Initiative, which aims to boost the ageing, declining Scottish population by attracting 8000 people a year to live and work here through to 2009, should help. If anything, the study suggests there is a case for encouraging more people to make this country their (albeit temporary) home, over a longer period. At the very least, this research demonstrates there is a promising base to build upon. (TheHerald)
     
  • BRITISH universities are poaching academic talent from developing countries and should consider recruitment restrictions and compensation packages, a report suggests.  "The brain drain marks a potentially serious barrier to economic growth, development and poverty reduction," says the report's author, Alex Nunn, of Leeds Metropolitan's Policy Research Institute. The research — commissioned by academic trade unions and the Department for International Development — finds that academic migration is driven by "a complex combination of ‘push' and ‘pull' factors".  (TimesOnline)
     
  • Almost two thirds of senior HR professionals are unaware of new company reporting regulations requiring greater transparency around employee information, a survey of 15,000 HR managers and directors reveals. Under the demands of the Operating and Financial Review (OFR), introduced in April, listed firms are required to file a report in their end-of-year accounts on a range of issues that can affect the performance of the business, including employee information. US:
  • The U.S. job market had just regained some of its 1990s luster when Hurricane Katrina hit. Now, with thousands of workers displaced and consumers rattled, the future of the job market is anything but certain. Before Katrina, economists were speculating that America might be near full employment. Employers had created 4 million jobs in two years, the jobless rate was below 5 percent for the first time since the 2001 attacks, and some businesses were complaining there weren't enough skilled workers to hire.   • The damage from Hurricane Katrina could include up to 400,000 lost jobs and slower U.S. growth, a congressional report said on Wednesday, as President George W. Bush sought $51.8 billion in fresh aid for the disaster zone. (ReutersDC)
     
  • The Federal Emergency Management Agency's Orlando office plans to hire 500 people in the next few days to handle calls from Hurricane Katrina victims. The agency's long-term recovery office in Orlando is contracting with Spherion, a staffing company, to find 400 people to expand the current 150-person call center.
     
  • In addition to losing all of their worldly goods, countless Katrina victims have also lost their livelihoods, particularly if they find themselves resettling far from home. The website Hireability.com is providing a free job posting service to hiring managers who want to offer jobs to storm victims. SOSHotels.com is another place to offer jobs to displaced workers in the hotel and hospitality service industry. (Beliefnet)
     
  • The Clark County School District is hoping for a win-win situation, as it prepares a team of recruiters to send to the Gulf Coast.  The school district is still hundreds of teachers short for this school year, and they are hoping to fill those vacancies with teachers who've lost their jobs -- at least for a while -- because of the hurricane.   • This reporter took the approach that the Army is a brand, just like  Tide and Chevrolet, and that the Army, like any other consumer product should be branded and marketed. The Army has apparently bought into that line of thinking and will spend more than $200 million dollars this year on recruitment advertising.   • The Job of Challenging Monster..With CareerBuilder.com and scads of upstarts changing how people find jobs over the Net, the market leader is already feeling the heat . Human-resources executive Nicola Worrall sums up her experience with job-search site Monster.com with two words: "very frustrating." Worrall handles recruiting for Input, a Reston (Va.) consulting firm. Whenever she posts a sales or analyst position on the site, she typically ends up getting several hundred résumés -- mostly from applicants who don't meet the basic qualifications and some who haven't even read the job description.   • Sure, Simply Fired is a gimmick, as was a contest for the funniest true story about getting axed. The company promised to award the "Grand Prize Loser" a trip for two to New York, where they would be guests on a Caribbean cruise featuring cast-offs from "The Apprentice." Indeed.com, the biggest competitor to Simply Hired, shuns such strategies. "The best way to serve job seekers and the best way to attract traffic to our site is not through these kinds of ancillary activities but by providing the most comprehensive search and the best results," said Paul Forster, chief executive of Indeed.com. But analyst Li said the Simply Fired site could be a smart way to build brand as competition heats up with Indeed.com. Since neither site is well-known yet, "it's still very much an open game," she said. (News-Sentinel)
     
  • New Orleans resident Barbara Rose kept saying "money is money."

    The former assistant warden at a juvenile facility was looking for any kind of work at Shreveport's job fair Tuesday. If the pay is similar to her $40,000 annual salary, she'd consider staying in this city. If it isn't, she'd still take it.  "I didn't have access to a computer, so I don't have a résumé done," said Rose, who's staying in a motel. "I'm applying everywhere I go, places like Big Lots. Money is money."  Almost 1,000 job seekers like her were thinking the same thing at the job fair in Expo Hall organized by the city, Goodwill Industries of North Louisiana and the Greater Shreveport Chamber of Commerce. Some were lucky enough to have brought nice clothes to wear. A few were carrying around children they couldn't leave behind. (ShreveportTimes)
     
  • Even with the economy adding jobs last year, the number of Americans who fell into poverty in 2004 rose to 37 million, up 1.1 million from 2003, according to Census Bureau figures released August 29.  It marks the fourth straight increase in the government's annual poverty measure, indicating that the recovery from the 2000 recession has not "trickled down" to everyone.  Indeed, the Census Bureau also reported that "2004 marked the second consecutive year in which real median household income showed no change."

    These new statistics put a damper on the statement made by Commerce Secretary earlier in the month: "President Bush has created the healthy economic environment that is encouraging businesses to hire, and is raising the standard of living in America .  President Bush's ambitious economic agenda has helped nearly four million Americans find employment since May 2003." However, the kind of jobs being created makes a difference as to whether living standards are being raised and whether the country is really moving forward. (AmericanEconomicAlert)
