As US employers increasingly utilize criminal background checks in their hiring process, the National  Association of Professional Background Screeners (NAPBS) has identified one  source of information that employers should avoid: the FBI Criminal Database.

In reaction to recent proposed federal legislation that would allow employers direct access to the FBI's database, NAPBS commissioned a study to evaluate the accuracy and completeness of this FBI criminal search.

The results were shocking.

The study found that in a significant percentage of searches, the FBI database returned erroneous or incomplete information.

The study, conducted by Craig N. Winston, an assistant professor of criminal justice at Sonoma State University, found that the FBI data lacks proper identifiers to credibly link a criminal hit with the subject of the
investigation.

Another finding was the large number of missed records and false positives generated. For example, when analyzing a sampling of 93,274 background checks in the state of Florida, Winston's search revealed that the database missed 11.7 percent of the criminal records it should have identified. Even worse - of the more than 10,000 criminal records found, 5.5 percent of them were falsely attributed to those who were not convicted of a crime.

The Fair Credit Reporting Act (FCRA) compels employers to use the most up-to-date and accurate information when screening applicants for employment.

NAPBS co-chair Jason B. Morris says, "If employers are granted access to the FBI's data, they can easily be lulled into the false sense of security that they are availing themselves of the most accurate and comprehensive search available. As a result, they could be opening themselves to increased
risk in the workplace and litigation from wronged job applicants."

 Founded as a non-profit trade association in 2003, the National Association of Professional Background Screeners (NAPBS) was established to promote ethical business practices, promote compliance with the Fair Credit Reporting Act and foster awareness of issues related to consumer protection and privacy rights within the background screening industry.

  •  President John Agyekum Kufuor has called on graduates of the country's Polytechnics to open their own businesses to create employment rather than joining the queues of people seeking employment in existing business enterprises. He explained that the call was based on the practical nature of the training given to the polytechnic students, coupled with their training in entrepreneurship and the credit facilities available in the system. China:

  • Outsourcing your human resources remains something new to Chinese enterprises although it is a common practice in a developed human resource market.  At the 2005 China HR Outsourcing Forum held in Shanghai, human resources managers from Beijing, Shanghai and Taiwan talked about the prospect and obstacles of China's outsourcing market.   • A record-high of 1,800 private sector vacancies were offered each working day in August in Hong Kong, up 12.5 percent on the daily average of 1,600 in the first half year. (People's Online Daily)

Global:

  • Online advertising is the fastest growing source of revenue for newspapers. But is the typical local daily or weekly newspaper making the most of this opportunity? How can these papers grow their Web site ad revenues efficiently and effectively without taking away from the print side?

    For a variety of reasons, many papers are growing their online revenue by default. That is, the market is pulling the publisher; online growth occurs despite the publisher's actions or inactions. But this kind of growth cannot continue forever. Publishers need to actively develop and pursue online strategies by understanding the complete spectrum of available technology and better identifying existing and potential customers who belong online. India:

  • The Indian recruitment industry, which is extremely fragmented, has about 10,000 players. Of them about 63 companies, who account for 50 per cent of the total business, have come together to form Executive Recruiters Association, which is hosting an all-India recruiters meet in Hyderabad next month. The question top on recruiters' agenda is can an organisation fully outsource recruitment? (Sify)
     

  • The Indian IT sector is facing the heat. And giving them a run for their money are top MNCs who are on a recruitment spree, leading to attrition problems among Indian companies. The pressure is on two fronts — skilled manpower and pricing. IBM, for example, opened its fifth global delivery centre in India in June, while Accenture hired 1,600 employees in May. In fact, Accenture's Indian employee base now accounts for over 10% of its global workforce. Over the next three years, the company plans to add 30,000-50,000 people in India, China and Philippines, says William D Green, CEO. (Times of India)
     

  • "The problem earlier was retrograde government policies, the problem now is talent shortage. The future war will be fought based on who's got the best talent. Our biggest challenge is to attract talent laterally and to retain our talent pool," says Naik. (Rediff)

UK

  • The British Army fell short of its recruitment goal by 1,200 this year for the second year in a row and expects recruiting to be a problem for years to come. Brigadier Andrew Jackson, commander of the army recruiting group, blamed the shortfall on changing attitudes, including a dislike of taking orders and a decline in patriotism. (M&CNews)
     

  • Dr Daley, who had been working in Manchester as a junior doctor, signed on after he failed to land another training post.  Shouldering a £25,000 student debt, Dr Daley told BMA News if he did not find a job in medicine within the next two months he would have to start looking outside his field, or risk losing benefits.  An unknown number of juniors are facing career limbo because of the crisis that sees too many doctors chasing too few training posts - despite a UK shortage of doctors.  Now Australian recruiters are attempting to cash in by mopping up spare doctors to tackle their own workforce shortage.   • Soldiers will parade in uniform at Manchester's Gay Pride festival today as the army launches its first recruitment drive aimed at the gay community.(Guardian)

USA:

  • Nearly 7 in 10 workers plan to stay on the job past retirement age — including a growing number who say the decision will be driven by financial need, a new survey finds. The survey echoes others in recent years showing more Americans plan to work longer. But the nationwide poll, by the John J. Heldrich Center for Workforce Development at Rutgers University, taps into increasing concerns among many workers — particularly baby boomers — about the need to supplement their income once they leave their primary job. (Seattle Times)
     

  • It's hard get good help these days.  That's the sentiment echoed by many businesses trying to hire from a workforce populated with four generations of employees, according to Express Personnel co-owner Kym Kays in Independence, Kan.  "The generation coming up has a whole different mind set about work," said Kays.  Right now there are four generations of employees in the workforce: Traditional, baby boomers, generation X, and millennials. (Bartlesville Examiner)
