"Program Electronic Review Management" (PERM) regulations from the
Department of Labor will
replace all current labor certification procedures, and represent the sole process for securing
labor certifications. These new rules represent the culmination of a four-year
effort by the Department of Labor to re-engineer the permanent labor certification process,
which was antiquated, cumbersome, and lengthy.
Unemployment Rates for Metropolitan Areas
The unemployment rate in Iowa rose to a nearly 18-year high in January, and every county in southwest
Iowa felt the effects. For example, Pottawattamie County witnessed an increase from 5.8 percent in
December to 6.8 percent in January.

Survey Says...
One-in-ten workers plan to change jobs in the second quarter.
CareerBuilder.com, the online job network with over 600,000 jobs, released results for the survey,
titled "Q2 2005
Job Forecast," of more than 1,700 workers, including over 600 hiring managers
primarily operating in services industries.
