Mass Layoffs. In November 2004, employers took 1,399 mass layoff actions, as measured by new filings for unemployment insurance benefits during the month. From January through November 2004, the total numbers of events, 14,366, and initial claims, 1,445,887, were lower than in January-November 2003 (17,034 and 1,696,293, respectively).
