In December 2003, 194 metropolitan areas recorded lower unemployment rates than a year earlier, 118 areas had higher rates, and 19 areas had rates that were unchanged. Fifteen areas posted unemployment rates below 3.0 percent, with eight of these located in the South and six in the Midwest. Twelve metropolitan areas had jobless rates of at least 10 percent; eight of these were located in California's agricultural Central Valley and three were along the Mexican border in other States. The national unemployment rate in December was 5.4 percent, not seasonally adjusted.

DS Resources, Inc. , a human resources, payroll, and benefits management service bureau formed late last year, began operations this month in the Lincoln-Omaha metropolitan area. The founder and president is Dennis Stelzer, a long-time Lincoln-based non-profit corporation human resources executive.
Annual Salary Survey
According to the
Dice 2003 Annual Salary Survey, overall tech salaries recovered this year to the highest level since 2000, with the average salary increasing 2 percent in 2003. For the second consecutive year, government and defense salaries showed the largest gains, increasing 4 percent. Salaries in the computer hardware industry, one of the hardest hit industries in the downturn, also increased 4 percent. For the first time since Dice began conducting the salary survey in 2000, the gender gap decreased, narrowing to 11 percent, as women's salaries increased 5 percent and men's increased only 2 percent.
