In March, 284
metropolitan areas had higher unemployment rates than a year earlier, 39 areas had lower rates, and 8 areas had rates that were unchanged. Thirteen metropolitan areas posted jobless rates of 10.0 percent or more, eight of which were located in California's Central Valley. Fourteen areas had unemployment rates below 3.0 percent, with
seven of these located in the South, including three in Florida, and four located in the Midwest. The national unemployment rate in March was 6.1 percent, not seasonally adjusted.
HR's Impact on Performance: Unlocking the Black Box
Researchers at Cornell University have studied the impact of HR programs and practices on organizational profitability and efficiency, employee attitudes, and organizational
outcomes, like absenteeism and turnover. Findings show that companies providing employees with empowerment practices, such as grievance procedures, participation practices, and information on company goals and performance, have lower turnover rates. Their employees also have high job satisfaction and organization commitment scores. At the same time, neither skill, nor motivation-enhancing HR practices were related to collective job satisfaction or organizational commitment. The study's most important finding: a change in one HR lever can cause a domino effect throughout an organizational system.
