The Washington Post reports that the Washington, D.C. area slipped from second into third place in its ranking among the Nation's traffic-clogged urban areas, with San Francisco-Oakland overtaking the Capitol. A 1999 study by the Texas Transportation Institute found that traffic cost the 68 urban area studied $78 billion in lost time and wasted gas and an average of an extra 36 hours per person stuck in traffic.
