The Employment Situation
Total nonfarm employment fell by 105,000 in August, while the unemployment rate was essentially unchanged, according to the Bureau of Labor Statistics. A further decline in the number of temporary census workers (down 158,000 in August) and a strike in the communications industry contributed to the over-the-month employment drop, but manufacturing employment also declined. Private-sector employment edged up by 17,000, although the gain would have been 102,000 had it not been for strike effects. Job gains were strong in the services industry.
Good News, Bad News
The Employment Policy Foundation in its State of the Workplace 2000 reports that the economic outlook is rosy, but a critical labor shortage looms. Its recommendations include that companies promote life-long education and retraining and adopt employee benefits that maximize individual choice and allow portability of benefits and credentials.
The Vote
A recent vote by The National Labor Relations Board makes it easier for the nearly 35 million temporary workers to join unions and win benefits on the job. The NLRB is an independent Federal agency created to administer the National Labor Relations Act, the primary law governing relations between unions and private-sector employers.
