Who Is an Outsider?
Your source for critical thinking, John Sumser's Electronic Recruiting News, delivers some high-powered information today: rethinking the stakeholder.

Reveille
CampusCareerCenter.com reported it has entered into a series of agreements with companies in Scandinavia, England, India, and Japan.

StartUpAgent will dedicate 10 percent of its resources to pro bono recruiting services for nonprofit and charitable organizations in San Francisco and Silicon Valley.

Advanced Personnel Systems's SmartSearch Online version 6 has added features designed for easier navigation and organization.

Under a new agreement, all Net-Temps candidates will be cross-posted throughout the All-Biz.com Featured Partner and Business Services sections.

Referral Rewards
According to a just released survey by Angami Systems on employee referral programs, the most successful company surveyed made 87 percent of its hires through employee referrals, while the average number of hires through referrals was only 28 percent.

Foreign Sources
TechWeb looks at the growing use of offshore IT services and at an India tech group pushing for more U.S. visas.

In a related story, Wired News reports on multinational corporations offering computer students scholarships in exchange for promising to work in their home countries.

Oh, the Possibilities
A report on a program of intensive summer classes designed to train young Silicon Valley residents from poor communities to do high-tech jobs that would ordinarily go to foreign workers.

The The Pepsi Bottling Group, Inc. will give priority hiring status to soldiers participating in the U.S. Army Recruiting Command Partnership for Youth Success Program (PaYS). PaYS is a new partnership program between the Army and a cross section of industries to help the Army attract and train young people in several careers. General Dynamics Corporation signed a similar agreement in June.
