Consumer Price Index
The Consumer Price Index for All Urban Consumers (CPI-U) increased 0.1 percent in April, before seasonal adjustment, to a level of 171.2, the Bureau of Labor Statistics reported today. For the 12-month period ended in April, the CPI-U increased 3.0 percent. The Consumer Price Index for Urban Wage Earners and Clerical Workers also rose 0.1 percent in April, prior to seasonal adjustment. The April level of 167.9 was 3.2 percent higher than the index in April 1999.
Real Earnings
Real average weekly earnings increased by 0.7 percent from March to April after seasonal adjustment, according to preliminary data released today by the Bureau of Labor Statistics. This was due to a 0.4-percent gain in average hourly earnings and a 0.3-percent rise in average weekly hours.

Bill Backs Military Recruiters
Under a provision attached to a $310 billion defense bill headed for Senate action, and sponsored by Sen. Tim Hutchinson (R-Ark), the new measure would make it illegal for public schools to discriminate against military recruiters if the high schools allow private sector and college representatives on campus.
Guiding Principles and Retention
Despite the presence of ethics programs at many companies, a nationwide survey of workers by KPMG Consulting found that greater than three-fourths of those surveyed reported they had observed violations of the law or company standards in the previous 12 months. The most common infractions cited include sexual harassment, employment discrimination, and conflict of interest; and 79 percent said they would not recommend their company to recruits. By contrast, workers that trusted management said they were eager to support the company in customer retention and employee recruitment.
State Updates
The U.S. Department of Housing and Urban Development's Teacher Next Door initiative will enable public and private school teachers to buy HUD-owned homes for half-price in certain neighborhoods in New York State. Under the initiative, homes are offered for sale to teachers at 50-percent discounts off their advertised list price. The same group of homes are available for sale to police officers at half-price under HUD's companion Officer Next Door initiative. More disturbing is HUD's Federally Protected Witness Next Door proposal.
