Legislative Update
California's new law, AB 60, calls for nonsalaried workers paid on an hourly basis to receive overtime after working 8 hours a day, instead of 40 hours a week. The aftereffects are already being felt--one Bay Area consulting firm informed its clients that they must first agree to pay overtime before any consultant can work over the 8-hour ceiling.
Virginia legislators agreed to adopt a law that dramatically changes the rules on software use. The Uniform Computer Information Transactions Act was designed to protect the rights of software vendors. But critics say the law is too broad and undermines the rights of the companies and consumers who pay for the software.

iSharp, a Redwood City-based startup, has launched an employee recruitment program called HirePurpose. Based on a finders-fee approach, the company will give OICW (a nonprofit Bay Area job-training organization) a donation for each interview conducted and for each subsequent hire.
Microsoft Feels the Recruiting Crunch
By changing its regional cost-of-living raises policy, Microsoft's Silicon Valley employees will get a salary boost of up to 15 percent to stem turnover and increase staffing. Translation: a Silicon Valley programmer could receive 15 percent more in salary than a Redmond-based one for doing the same job.
